About this file
This document is Amendment 3 to RFP 26-VSW-MNT-053, issued by the State of Alaska Department of Environmental Conservation Village Safe Water Program, providing clarifications to vendor inquiries regarding professional engineering services for groundwater well evaluation and rehabilitation in Minto, Alaska. The amendment addresses deliverables and scope clarifications for Tasks 1.3, 2.1, and 2.2, correcting administrative errors in the original RFP. Key clarifications include confirmation that Task 1.3 deliverables consist of a Well Rehabilitation Recommendations Report, Task 2.1 involves Development of Bidding Documents, and Task 2.2 encompasses Bidding and Contracting Assistance. The amendment explicitly confirms that a hydrogeologic investigation or report is not required under Task 2, with vendors permitted to utilize well logs and drawdown data from the Preliminary Engineering Report as the foundation for Task 1 work. The proposal deadline remains July 20, 2026 at 2:00 PM Alaska Standard Time, with the contract period extending from August 15, 2026 through December 31, 2028.
The contract value ranges from $250,000 to $1,000,000, with pricing submitted in Time and Expense format using the department's VSW Estimate Template, including fully loaded hourly rates. Price carries zero weight in technical evaluation, with award decisions based solely on technical and qualifications criteria. The project is subject to federal DBE, nondiscrimination, and compliance requirements, with a five-point MBE/WBE preference applying to qualified certified firms. The Project Manager must hold a current Alaska professional engineer license with minimum five years of project management and design experience. Professional liability insurance is required, and vendors must demonstrate prior experience providing engineering services for water or wastewater infrastructure in communities served by the Village Safe Water Program or Alaska Native Tribal Corporations.

Minto Water Source Improvements RFP Due Date: July 20, 2026 @ 2:00 PM AST
The following are vendor questions and the department’s responses:
1. Vendor: Looking through Task 2.2 requirements, we would like to clarify the stated deliverable “Hydrogeology Report” (Page 10). Please confirm the Task 2.2 deliverables are the Annex 1 Task A.1 items (meeting notes, bid responses, bid assessments, subcontractor vetting), and that the deliverable titles reflect the requirements stated in Annex 1 Task A.1 – Assistance during bidding (Page 14).
Department: Confirmed Task 2.2 deliverables are the Annex 1 Task A.1 Correction of administrative errors on Task Deliverables by removing language and replacing with the following:
• Task 1.3 Deliverables – Well Rehabilitation Recommendations Report
• Task 2.1 Deliverables – Development of Bidding Documents
• Task 2.2 Deliverables – Bidding and Contracting Assistance
2. Vendor: Can you confirm if a hydrogeologic investigation/report is required under Task 2? We plan to use the well logs and drawdown data in the PER as the starting point for the Task 1.
Department: Hydrogeologic investigation / report is not required.
