About this file
This is Amendment 2 to RFP 26-VSW-MNT-053 issued by the State of Alaska, Department of Environmental Conservation, Village Safe Water Program, addressing vendor questions regarding the Minto Water Source Improvements project. The RFP requests professional engineering services to evaluate and rehabilitate existing groundwater wells in Minto, Alaska, encompassing four tasks: site visits and well assessments, preparation of bid documents, field services and performance monitoring during well rehabilitation, and water treatment plant well decommissioning. The proposal due date is July 20, 2026 at 2:00 PM Alaska Standard Time. The contract period extends from August 15, 2026 through December 31, 2028, with work to be performed over approximately 2.5 years. Pre-proposal site visits are available through the Native Village of Minto at (907) 798-7112. Vendors must register in writing with procurement officer Evan Patterson at evan.patterson@alaska.gov to receive subsequent amendments.
The anticipated contract value ranges from $250,000 to $1,000,000, with pricing submitted in Time and Expense format using the department's VSW Estimate Template with fully loaded hourly rates. The Department clarified that all four RFP tasks must be included in the Intent to Negotiate submission; however, Task 4's negotiated cost will not be incorporated into the final contract amount unless the Department requires it. All RFP tasks remain fixed price. The project qualifies for a five-point MBE/WBE preference for certified firms, and the contract is federally assisted, requiring compliance with federal DBE and nondiscrimination requirements. The Project Manager must hold a current Alaska professional engineer license with at least five years of project management and design experience, and the firm must demonstrate prior experience providing engineering services for water or wastewater infrastructure in communities served by the Village Safe Water Program or Alaska Native Tribal Corporations.

Re: Amendment 2
RFP 26-VSW-MNT-053
Minto Water Source Improvements RFP Due Date: July 20, 2026 @ 2:00 PM AST
The following are vendor questions and the department’s responses:
1. Vendor: The Statement of Services identifies 4 clear tasks over a period of at least 2.5 years. Is the Department’s intent to negotiate and contract for all four tasks upon selection? Appendix C, Compensation, indicates the Contractor shall submit a price proposal for the full project within 30 days of receiving the Notice of Intent to Negoitate. How should contractor’s factor in rate adjustments for work that would not be given a Notice to Proceed for one or two years? Will there be an opportunity to equitably adjust rates based on change in scopes with Future NTPs?
2. Department: The Intent to Negotiate will require the submission of all four RFP tasks. However, the negotiated cost of Task 4 – WTP Well Decommissioning will not be incorporated into the subsequent contract amount. If the department requires Task 4 then the contractor shall submit the VSW Estimate Template for Task 4 in accordance with RFP Part C, Section III – Price, #10. Labor Billing Rates and Price Proposal for the department’s review. All RFP tasks shall remain fixed price.
