About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
The document authorizes a single firm-fixed-price sole source contract award to Frontier Electronic Systems (Frontier), the Original Equipment Manufacturer (OEM), for existing Environmental Qualification Testing (EQT) approved touch screen controllers, Red, Green, and Blue (RGB) switchers, and remote keypads. The estimated cost will be funded by fiscal years 2026 through 2030 using Other Procurement, Navy funds. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits sole source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The requirement is based on maintaining the approved technical baseline and existing engineering and logistics support structure rather than a manufacturer preference. Use of an alternate manufacturer would necessitate government evaluation, integration, testing, and requalification efforts, with estimated duplicative costs and approximately two years of schedule delay. Market research confirmed Frontier as the sole source capable of providing the required components, including review of mandatory sources (UNICOR, AbilityOne, National Industries for the Blind, GSA Advantage), a broad industry solicitation via NASA SEWP reaching 127 companies (all responding "no bid"), and direct commercial inquiries to distributors including Mouser, PartTarget, and Ace Electronics. The Contracting Officer determined the anticipated cost to be fair and reasonable. Future procurement iterations are expected to require robust redesign due to COTS obsolescence considerations, at which time multiple vendors will be evaluated.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
2. Description of the Action Being Approved.
Award of a single firm-fixed-price contract on a sole source basis to Frontier Electronic Systems (Frontier), the Original Equipment Manufacturer (OEM), for the existing Environmental Qualification Testing (EQT) approved touch screen controllers; Red, Green, and Blue (RGB) switchers; and remote keypads integrated into the
3. Description of Supplies/Services.
Estimated cost of will be required for base year and subsequent option years and will be funded by fiscal year (FY) 2026 to FY30 Other Procurement, Navy funds. The certifying technical and requirements personnel have verified the government’s minimum needs.
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The Frontier Electronic Systems touch screen controllers, RGB switchers, and remote keypads are the existing OEM configuration qualified for the VDS.
The requirement is therefore based on maintaining the approved technical baseline and existing engineering and logistics support structure, rather than a preference for a particular manufacturer.
Use of an alternate manufacturer would require the Government to evaluate, integrate, test, and requalify a new configuration unless the alternate were demonstrated to be a direct Form, Fit, and Function replacement and accepted by the cognizant technical authority. This could require Engineering Change Proposals, drawing and configuration changes, EMI and EQT testing, technical approval, provisioning, technical-documentation updates, training changes, and other logistics efforts.
The Government estimates approximately in duplicative expenditures to repeat the design, Electromagnetic Interference (EMI), and EQT qualification effort. This estimate was derived from the cost of the design, EMI, and EQT work previously performed by Frontier Electronic Systems for the existing VDS configuration. The estimate does not include additional potential costs for engineering changes, documentation, provisioning, training, logistics, or replacement test articles; therefore, the Government does not reasonably expect these duplicated costs to be recovered through competition.
Qualifying an alternate configuration would also introduce an estimated . The estimate consists of approximately two months for engineering/design and Form, Fit, and Function evaluation; two months for ECP, drawing, and configuration development; six months for EMI testing and certification; six months for EQT; four months for technical review and configuration-baseline incorporation; and four months for logistics, provisioning, documentation, and fielding preparation. This estimate is supported by historical timelines for
, which required up to approximately two years to complete engineering, test scheduling, testing, and technical approval.
A
Requalifying an alternate configuration would . The delay results from the to introduce an alternate configuration and is not attributable to a lack of advance planning by the requiring activity.
Accordingly, continued use of Frontier Electronic Systems components avoids substantial duplication of costs and unacceptable schedule delays associated with qualifying an alternate configuration. Frontier has also confirmed that there are no authorized resellers for the required components. Therefore, pursuant to 10 U.S.C. 3204(a)(1), Frontier Electronic Systems is the only responsible source capable of providing the currently qualified OEM components necessary to satisfy the Government's requirement.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted to determine whether any other source could provide the required existing EQT-approved Frontier configuration or otherwise satisfy the Government’s minimum need without requalification, redesign, and associated logistics impacts. The research confirmed that Frontier Electronic Systems is the OEM and only identified source for the required EQT-approved components. Specific efforts to identify additional responsible sources included: Mandatory Sources: Mandatory sources including UNICOR, AbilityOne, National Industries for the Blind (NIB), and GSA Advantage were reviewed; all yielded "no bid" responses. MILSTRIP was deemed unfeasible due to lead times of over two years.
Broad Industry Solicitation: A bid request was issued via the NASA SEWP vehicle, reaching 127 companies. All 127 vendors responded with a "no bid."
Direct Commercial Inquiries: Direct requests for quotes were sent to known commercial distributors, including Mouser, PartTarget, and Ace Electronics. Mouser submitted a "no bid," while PartTarget and Ace Electronics did not respond.
The manufacturer, Frontier Electronic Systems, confirmed there are no authorized resellers.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, we will assess whether competition for future requirements is feasible. This procurement covers the requirement for the current fielding plan through Future iterations will likely require a robust redesign due to the inherent nature of COTS obsolescence and multiple vendors will be considered for future prototype and proliferation efforts.
