Introduction/Background This Statement of Work (SOW) outlines the requirements for the depot-level maintenance and repair of the NATO Seasparrow system components listed in Section 6. The objective of this SOW is to ensure the reliable and cost-effective repair of these components to CODE A condition, ready for issue, in accordance with the references located in Section 2.

The work described herein is critical to maintaining the operational readiness and availability of the NATO Seasparrow system.

1.0 Scope

The scope of this SOW encompasses all actions required to perform depot-level repair on the electronic components listed in Section 6. This includes, but is not limited to, receiving inspection, disassembly, cleaning, inspection, repair, replacement of parts, reassembly, testing, marking, and packaging according to the applicable Technical Repair Standard (TRS). In the absence of a TRS, the contractor may conduct the repair in accordance with locally generated procedures. In the case locally generated procedures are used, Final Acceptance Testing will be accomplished in accordance with the applicable Quality Assurance Provision (QAP). The contractor shall be responsible for all labor, materials, facilities, and equipment necessary to perform these tasks in accordance with Section 2 with the exception of specific incidents of obsolete parts that will be provided as Government Furnished Property (GFP). The contractor shall also be responsible for all quality assurance, reporting, and data management activities as defined in this contract.

3.0 Acronyms and Definitions

Acronyms are defined at first use in the text.

4.0 Requirements

4.1 General Requirements

4.1.1 Program Management

The Contractor shall establish and maintain a program management system to plan, execute, and monitor all work performed under this SOW. The format is at the discretion of the Contractor.

4.1.2 Reporting Requirements

The Contractor shall prepare and submit documentation as requested by the government, including occasional status reports describing both financial and work progress for all funded tasks according to the contract. The format is at the discretion of the Contractor.

4.2 Technical Requirements

4.2.1 Receiving Inspections

Receiving Inspections shall be performed and recorded consistent with the applicable TRS.

In the absence of a TRS where the DLR is being serviced according to a locally generated procedure, a reasonable facsimile is acceptable.

4.2.2 Depot Level Repair Procedures

Repair procedures shall be performed and recorded consistent with the applicable TRS. In the absence of a TRS where the DLR is being serviced according to a previously approved, locally generated procedure, the Test Record in the QAP is sufficient. Repair activities will include, and be documented, at a minimum:

• Receipt and Inspection: Receive, inspect, and document the condition of all incoming components.

• Disassembly and Cleaning: Disassemble components to the piece-part level and clean all parts in accordance with the applicable technical manuals.

• Detailed Inspection and Evaluation: Perform detailed inspections of all parts to identify wear, damage, or corrosion. This shall include non-destructive testing (NDT) as required.

• Repair and Refurbishment: Repair or refurbish all salvageable parts to their original specifications. This may include machining, welding, plating, and other specialized repair processes.

• Parts Replacement: Replace all non-salvageable parts with government-approved new or refurbished parts.

• Reassembly: Reassemble all components in accordance with the applicable technical manuals.

• Testing: Perform comprehensive testing of all repaired components to ensure they meet all functional and performance requirements.

• Finishing: Apply all required coatings and finishes to protect the components from corrosion and wear.

• Packaging and Shipping: Package and ship all repaired components in accordance with government specifications elsewhere in this SOW.

4.2.3 Units Deemed Beyond Economic Repair (BER)

If a DLR is deemed BER at any point in the repair process, the receiving inspection report and BER determination will be returned to the government along with the DLR where it will be decomposed to its component parts for use in a later restoration. BER units may be retained by the Contractor until the end of the period of performance in order to facilitate repairs of subsequent units that require obsolete parts available from the BER DLR.

4.2.4 Quality Assurance and Record of Repair/TIDRR

Quality Assurance checks shall be performed at all inspection hold points called out in the TRS by qualified quality assurance inspectors according to the TRS. In the absence of a TRS where the DLR is being serviced according to a locally generated procedure, The Contractor will, at a minimum, conduct a final inspection to verify proper reassembly, operation, finish, and required markings. When the DLR is packaged and ready for shipment, the Contractor will also conduct an inspection to assure proper packaging.

Upon completion of repair and restoration of the DLR, the Traveler and Inspection/Discrepancy/Repair Report (TIDRR) shall serve as the official record of all examinations and tests conducted on the DLR. All discrepancies, recommended and corrective actions, test results, repair actions, as well as the data from examinations and inspections shall be recorded on a working copy of the TIDRR. It shall also verify the work performed during restoration/repair and remain with the DLR at all times. When completed, a copy of the TIDRR shall be retained by the overhaul and repair activity for review by the cognizant engineering agent and as a data source for repairables management program information requirements and Automated Data Processing (ADP) reporting systems input preparation. The original shall be contained in a folder and enclosed with the DLR upon return to the government.

4.2.5 Quality Management System

The contractor shall implement and maintain a quality management system that ensures all repaired components meet or exceed the performance and reliability standards of new components. Quality Assurance inspectors shall be qualified to an established Quality Management standard such as ISO 9001.

4.4 Government Furnished Property/Information (GFP/GFI)

The primary deliverable under this SOW is the fully repaired and tested DLR components, ready for return to service. All reports and data in Section 4.1.2 and specified elsewhere in this contract are also required deliverables.
