About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole-source procurement.
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) seeks to procure Spatial Analyzer Ultimate software licenses and maintenance agreements (SMA) directly from Hexagon Manufacturing Intelligence LLC on a firm fixed price basis. The procurement covers 11 licenses in FY26, 12 in FY27, 13 in FY28, 14 in FY29, and 15 in FY30, all funded as reimbursable costs, with a total estimated value exceeding $350,000. The software is essential to support the Combat System Alignment In-Service Engineering Agent (CSA ISEA) laboratory and enables the operation of portable coordinate measuring machines and 3D laser trackers used to conduct combat system alignment surveys on naval vessels. The licenses allow users to measure, analyze, and report survey data with optimization capabilities and are actively used by Regional Maintenance Centers and multiple NAVSEA organizations at sites worldwide.
The J&A justifies sole-source procurement under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only Hexagon Manufacturing Intelligence LLC is an authorized direct seller of valid SMA licenses for Spatial Analyzer Ultimate software. The document notes that alternative software programs such as FARO's CAM2 Measure 10 and PC-DMIS Pro have been investigated but do not meet all equipment interface requirements. The contracting officer conducted market research through a Sources Sought posting on SAM.gov from May 27 to June 2, 2026, receiving one response that was determined not capable. Using another vendor would require software and equipment changes across all Regional Maintenance Centers, resulting in approximately $1,000,000 in duplicate costs and at least one year of delay. The Contracting Officer certified the anticipated cost as fair and reasonable, and the J&A was certified and approved on April 29, 2026, by the Technical/Requirements Officer and Contracting Officer Arthur Wynn.

5. Rationale Justifying Use of Cited Statutory Authority.
Spatial Analyzer Ultimate Software Maintained Agreements (SMA) Licenses are developed and sold directly by Hexagon Manufacturing Intelligence LLC. The SMA is currently utilized and maintained by NSWC PHD CSA ISEA through configuration management embodied in a standard operating procedure. Active Users include US Navy Regional Maintenance Centers (RMCs) facilitating the operation of portable coordinate measuring machines (CMMs) such as the 3D common laser trackers on waterfront activities. These CMMs or 3D common laser trackers are necessary to conduct combat system alignment surveys on all
. The software platform required needs to interface with NSWC PHD CSA ISEA equipment of 3D common laser tracker surveying equipment and allow users to measure, analyze, and report survey data with optimization for instrument-independent field work. User-friendly is a requirement for operational use.
The Spatial Analyzer Ultimate SMA licenses from Hexagon Manufacturing Intelligence is the only SMA that can meet these requirements.
According to a Hexagon Manufacturing Intelligence representative, the only source for a valid SMA License will be directly from Hexagon Manufacturing Intelligence since no other company is authorized to directly sell Spatial Analyzer Ultimate SMA licenses. The re-branding of Hexagon Manufacturing Intelligence LLC has been official from the former brand of Hexagon Manufacturing Intelligence Inc., formerly New River Kinematics which was acquired by Hexagon Manufacturing Intelligence LLC.
Currently there are nine Spatial Analyzer Licenses that must be maintained annually by NSWC PHD, as well as one Co Term license. A Co Term license is a continuous term agreement from last year’s contract’s terms and conditions from the line items that have been procured and invoiced. All ten licenses are currently maintained by the
A and are set to expire on 10/01/2026 with one exception on one license on 06/30/2026. These licenses allow for
. The licenses allow for enabled use of the Laser Tracking Tool Suite required by a Authorization to Operate (ATO) that utilizes CSA ISEA equipment such as: Laser Tracker, Total Station, and Laptop with Spatial Analyzer software and licenses interfacing to accurately align combat system elements to required operational tolerances and provide satisfactory results that support the system's . All licenses are actively in use and are maintained annually. Therefore, the licenses need to be renewed for continual fleet activity service.
The software is also necessary to support the growing workforce across NSWS PHD organizations. The requirement derives from PEO IWS 1 requirement of the increased need of CSA surveys being produced by the fleet and increase of surveying personnel of the CSA community. The software and licenses will

be directly used to support sites around the world by four different NAVSEA organizations
As stated, this software is currently the only software that meets our requirements due to our standard operating procedure and current AEGIS adaptation data review process. Our CSA Adaptation Data Change Review Board includes stakeholders from several companies and PEO IWS that also must use this software for evaluation and post processing of adaptation data from official survey measurements completed and analyzed for all
As previously stated, the CSA ISEA has an ATO in place for equipment required in the CSA Lab and the CSA lab maintains the hardware and the Spatial Analyzer Ultimate software required to meet the ATO specifications. While several other software programs have been investigated over the years as a replacement for Spatial Analyzer Ultimate licenses, such as FARO's CAM2 Measure 10 and PC-DMIS Pro, no other software has been found to meet all our equipment interface requirements. Currently there is no other provider for the licenses software maintenance agreements (SMA) for Spatial Analyzer Ultimate besides Hexagon Manufacturing Intelligence LLC. This is according to Hexagon Manufacturing Intelligence LLC, the software developer. The licenses are owned and maintained directly by the software developer. Hexagon Manufacturing Intelligence does not have any third-party vendors. Thus, Hexagon Manufacturing Intelligence is the only source that can meet our requirements because they develop the software and maintain the licenses for the software.
Since Spatial Analyzer Ultimate is only available through Hexagon Manufacturing Intelligence LLC, using another source would require the use of a different software and cause disruption to the compatibility and consistency in alignment work across the RMCs and stakeholders. In fact, the use of another source would require software and equipment changes by all RMCs and stakeholders and would result in a substantial duplication of costs in approximately $1,000,000 that is not expected to be recovered through competition and an unreasonable delay of at least one year that would force work stoppage and prevent the processing of newly surveyed CSA ISEA data for multiple ships classes. These estimates are based on the previous efforts to research, evaluate, and obtain stakeholders’ concurrence for the Hexagon Manufacturing Intelligence software across all RMCs as well as the required ATO.

Hexagon Manufacturing Intelligence stated that no other company is authorized to directly sell licenses. Contract specialist posted a Sources Sought to SAM.gov from 05/27/2026-06/02/2026 and received one response from , capability statement was forwarded to the RG for review. was found to be not capable based on the reasons described above.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
