About this file

This is a Request for Quotation (RFQ) issued by Washington Technology Solutions (WaTech), a state agency providing telecommunications and computing services to over 700 state agencies, local governments, and qualifying non-profits. The RFQ seeks to establish a contract for replacing electrical equipment at the State Data Center in Olympia, specifically involving 6 Uninterruptible Power Supply (UPS) units and 22 Power Distribution Units/Static Transfer Switches (PDU/STS units). The solicitation was released on October 31, 2025, with a mandatory site visit scheduled for November 13, 2025, and responses due by November 24, 2025. The contract term is anticipated to be one year, with WaTech reserving the option to extend the contract for up to five additional years. The anticipated contract effective date is December 15, 2025.

The RFQ includes comprehensive requirements for vendor qualifications, including specific insurance coverage, licensing, and electrical contracting credentials. Vendors must have a Washington State Unified Business Identifier (UBI), a certified Master Electrician, and meet various insurance requirements including $1 million in commercial general liability and $4 million in excess liability. The evaluation process will be performance-based, with points awarded for vendor requirements, client references, and financial proposal. The total contract value is not explicitly stated, but the pricing will be evaluated based on installation labor rates for the UPS and PDU/STS units. WaTech emphasizes that this is an optional-use contract with no guaranteed volume, and the funding is contingent upon availability. The solicitation strongly encourages participation of minority and women's business enterprises, though no minimum participation level is required.

SECTION 1

INTRODUCTION

1.1 Background

Washington Technology Solutions (WaTech) provides telecommunications, computing and digital government services to more than 700 state agencies, boards and commissions, local governments, tribal organizations, and qualifying non-profits. WaTech operates a secure, statewide standards-based telecommunications network providing reliable, economical voice, data, and video communications.

The WaTech data center is one of the largest in the Northwest, combining both client server and mainframe computing in a secure, controlled environment. For more information, visit the WaTech website at www.WaTech.wa.gov.

1.2 Acquisition Authority

The Department of Enterprise Services (DES) has authority over goods and services under RCW 39.26 and sets processes for procuring information technology based on the policies and standards set by the Technology Services Board. Chapter 43.41A of the Revised Code of Washington (RCW) as amended establishes the Washington State Technology Services Board (TSB). While the TSB does not purchase for agencies, it establishes policies and standards addressing how the manner in which state agencies may acquire information technology equipment, software, and services.

RCW 39.26.100(2) provides WaTech with an exemption from the Department of Enterprise Services procurement rules and requirements. Specifically, the competitive procurement rules stated by the Department of Enterprise Services do not apply to WaTech it is contracting for the following:

1. Services and activities that are necessary to establish, operate, or manage the state data center, including architecture, design, engineering, installation, and operation of the facility, that are approved by the technology services board or

2. The acquisition of proprietary software for or part of the provision of services offered by the consolidated technology services agency.

3. The acquisition of information technology services necessary for or part of the provision of services offered by the consolidated technology services agency.

This procurement is within the exemption and is performed consistent with WaTech’s internal Exempt Procurement Policy for brand-name procurements. WaTech has determined that F5’s salient features make its product WaTech a unique fit for WaTech business requirements.

This RFQ is issued in good faith, but it does not guarantee an award of contract, nor does it represent any commitment to purchase whatsoever.

1.3 Business Objective

WaTech assumes no responsibility for delays caused by Vendor e-mail, network problems or any other party. All Responses must strictly adhere to the format and file naming conventions set forth herein. Zipped files cannot be received by WaTech and cannot be used for submission of Responses.

3.7 Proprietary or Confidential Information

Marking of the entire Response or entire sections of the Response as proprietary or confidential will not be accepted nor honored. WaTech will not accept Responses where pricing is marked proprietary or confidential, and the Response will be rejected.

To the extent consistent with chapter 42.56 RCW, the Public Disclosure Act, WaTech shall maintain the confidentiality of Vendor information marked confidential or proprietary. If a request is made to view Vendor proprietary information, WaTech will notify Vendor of the request and of the date that the records will be released to the requester unless Vendor obtains a court order enjoining that disclosure. If Vendor fails to obtain the court order enjoining disclosure, WaTech will release the requested information on the date specified.

The State’s sole responsibility shall be limited to maintaining the above data in a secure area and to notify Vendor of any request(s) for disclosure for so long as WaTech retains Vendor information in WaTech records. Failure to so label such materials or failure to timely respond after notice of request for public disclosure has been given shall be deemed a waiver by Vendor of any claim that such materials are exempt from disclosure.

3.8 Waive Minor Administrative Irregularities

WaTech reserves the right to waive minor administrative irregularities contained in any Response. Additionally, WaTech reserves the right, at its sole option, to make corrections to Vendor responses when an obvious arithmetical error has been made in the price quotation.

If there is any conflict between amendments, or between an amendment and the RFQ, whichever document was issued last in time shall be controlling.

3.12 Right to Cancel

With respect to all or part of this RFQ, WaTech reserves the right to cancel or reissue at any time without obligation or liability.

3.13 Contract Requirements

To be responsive, Vendor must indicate a willingness to enter into a Contract substantially the same as the Contract in Appendix B, by signing the Certifications and Assurances located in Appendix A. Any specific areas of dispute with the attached terms and conditions must be identified in the Response and may, at the sole discretion of WaTech, be grounds for disqualification from further consideration in the award of a Contract.

Vendor must explain why each item proposed as additional contract terms is in WaTech’ best interest as a customer and how it will support WaTech’ business objectives. Under no circumstances is a Vendor to submit their own standard contract terms and conditions as a response to this solicitation.

Instead, Vendor must review and identify the language in Appendix B that Vendor finds problematic, state the issue, and propose the language or contract modification Vendor is requesting. WaTech expects the final Contract signed by the ASV to be substantially the same as the contract located in Appendix B.

If Responses are from a Reseller, wherever the suppliers offers selected customers more suitable terms and conditions of supply, Vendor shall recommend these terms and help WaTech to obtain them wherever possible.

Where terms and conditions cannot be changed and may have negative consequences on the quality of goods and services or their supply, Vendor are required to recommend methods of mitigating or limiting these negative consequences.

The final contract executed by the parties must satisfy WaTech’s obligations with respect to performance-based contracting as directed in Executive Order 10-07. The parties may negotiate performance-based elements, in addition to those in Appendix B, for inclusion into the final contract.

The foregoing should not be interpreted to prohibit either party from proposing additional contract terms and conditions during negotiation of the final Contract.

The ASC will be expected to execute the Contract within ten (10) Business Days of its receipt of the final Contract. If the selected Vendor fails to sign the Contract within the allotted ten (10) days’ time frame, WaTech may elect to cancel the award, and award the Contract to the next ranked Vendor, or cancel or reissue this solicitation.

Vendor must certify that it is in compliance with applicable provisions of Governor Inslee’s Proclamation 21-14.3, amending Proclamations 20-05 and 20-14, et seq., regarding mandatory vaccinations against the virus that causes Covid-19 for any representative of Vendor who will enter state property (as defined therein).

3.14 Minority and Women’s Business Enterprises (MWBE)

WaTech strongly encourages participation of minority and women businesses. Vendors who are MWBE certified or intend on using MWBE certified Subcontractors are encouraged to identify the participating firm on Appendix C. No minimum level of MWBE participation is required as a condition of receiving an award and no preference will be included in the evaluation of Responses in accordance with chapter 39 RCW. For questions regarding the above, contact Office of MWBE at (360) 664-9750.

3.15 No Obligation to Contract/Buy

WaTech reserves the right to refrain from Contracting with any and all Vendor. Neither the release of this solicitation document nor the execution of a resulting Contract obligates WaTech to make any purchases. WaTech reserves the right to cancel the procurement at any time during the procurement or resulting contract negotiation process.

3.16 Non-Endorsement and Publicity

In selecting a Vendor to supply Software/Services to the state of Washington, the State is neither endorsing Vendor, Products, nor suggesting that they are the best or only solution to the State’s needs. By submitting a Response, Vendor agrees to make no reference to WaTech or the state of Washington in any literature, promotional material, brochures, sales presentation or the like, regardless of method of distribution, without the prior review and express written consent of WaTech.

3.17 Optional Vendor Debriefing

Only Vendor who submit a response may request an optional debriefing conference to discuss the evaluation of their Response. The requested debriefing conference must occur on or before the date specified in the Schedule (Section 2). The request must be in writing (fax or e-mail acceptable) addressed to the RFQ Coordinator.

The optional debriefing will not include any comparison between the Response and any other Responses submitted. However, WaTech will discuss the factors considered in the evaluation of the requesting the Response and address questions and concerns about Vendor performance with regard to the solicitation requirements.

3.18 Protest Procedures

Vendor who have submitted a Response to this solicitation and have had a debriefing conference may make protests. Upon completion of the debriefing conference, a Vendor is allowed five (5) Business Days to file a formal protest of the solicitation with the RFQQ Coordinator. Further information regarding the grounds for, filing and resolution of protests is contained in Appendix D, Protest Procedures.

3.19 Selection of Apparently Successful Vendor

All Vendors responding to this solicitation will be notified by mail or e-mail when WaTech has determined the ASV. The ASV will be the respondent who: (1) meets all the requirements of this RFQ; and (2) receives the highest number of total points as described herein. The date of announcement of the ASV will be the date the announcement letter is postmarked, or if emailed the date the e-mail is sent.

3.20 Allowable Additions

Vendor may revise its offerings to reflect changed Services appropriate to the scope of the Contract and may submit new Services with associated prices subject to provisions set forth in the Contract terms and conditions. New or changed Services submitted by Vendor shall meet mandatory requirements established in this solicitation document or subsequent revisions and may be included in the Contract at the option of WaTech and shall be accomplished via an amendment to the Contract.

4.3 (MS 50) Installation Vendor must provide all installation services to support the replacement project for (22 PDU/STS units) and (6 Uninterrupted Power Supplies), to include support of electrical engineering requirements, creating as-built plans, permitting, and planning a phased work approach.

The installation scope of work is to be as follows (all under phased work approach for all 28 individual units):

(MS 25) Phase A, 1 through 6 – (6) UPS Removal and Replacements as referenced in submittals

a) (M) Lineups A, B, D, and E currently have an offline UPS that can be removed and replaced without affecting the rest of the plant.

b) (M) Batteries (120 count per lineup) on each lineup will need to be moved from the currently online battery cabinets to the currently empty battery cabinets for the new UPS.

c) (M) Lineup C has two UPS that are in parallel, which act as the catcher system in case any other lineup fails.

d) (M) UPS can be decoupled for individual replacement, placed into parallel operation when complete.

e) (M) UPS C batteries will not need to be relocated, as both UPSs are currently in use and, as such, both sets of cabinets currently have batteries, so they can be taken down one at a time without a loss of redundancy.

f) (M) Both new and old equipment appear to be similar enough that new cables will not be needed.

g) (M) A, B, D & E may need to have overcurrent protective plugs resized due to the smaller kVA rating of the UPS.UPS A, B, D, and E were originally installed as a parallel redundant UPS system. A couple of years ago, due to the low power consumption on the electrical distribution feeding the data halls, it was determined to preserve the UPS equipment to reduce the size of the system. One side of the USP system was taken offline and batteries removed, and all loads transferred to one UPS. Due to line-up C being the catcher system, the UPS system was retained at full size with a full complement of battery backup.

h) (M) The new UPS systems have different kVA ratings than the original systems. The Original systems were 825/650kVA/591kW rated, new systems are 225/1200kW rated and sized respectively 600kW UPS for line-up A, B, D, and E, and parallel 675kW UPS for C line-up. With the size difference, the Trip units installed in the circuit breakers may need to be resized. The licensed electrical engineer review will determine the size of the overcurrent Trip units that will be required if any change needs to be made.

(MS 25) Phase B, 1 through 22 to include removal of 44 units (22) STS’s & (22) PDU’s. To be replaced with (22) Dual STS/PDU units.

a) (M) The current STS and PDU configuration are two separate units.

b) (M) The new equipment is both STS and PDU combined into (1) single unit.

c) (M) New cables may be required since new equipment will have a new footprint.

d) (M) All controls, to include field wiring need to be connected and connections verified for communication prior to moving onto any other phase (A, 1-6) or B, 1-22)

e) (M) All the equipment being replaced is going back to the location of the existing equipment.

f) (M) Electrical one-line drawings and UPS/STS/PDU submittals will be provided after NDA is signed.

4.4 (M) Vendor Profile(s) The following detail about the Vendor organization is required to ensure that it can meet our requirements. The Vendor and any Vendors or subcontractors working on its behalf shall each provide the following information:

1. The reseller’s legal entity — for example, a private or public corporation — together with its name and registered address.

The total number of years the reseller’s legal entity has been in business and, if appropriate, the number of years under the present business name.

Number of employees with immediately relevant certifications- please list the relevant certifications associated with the number of employees.
