About this file

This is a Scope of Services and Technical Specifications document for the City of Tampa Mobility Department's solicitation of Automated Pavement Condition Index (PCI) and Asset Data Collection services. The City seeks to document the condition and location of right-of-way facilities including road pavement, sidewalks, signs, markings, and other assets across its paved road system of approximately 1,300 centerline miles and up to 2,800 lane miles. The primary deliverable is a mandatory PCI Survey utilizing ASTM D6433 and E3303 methodology to assess pavement condition on a scale of 1-100, supplemented by optional surveys for sidewalks, sidewalk ramps, and signs. All collected data must be delivered in multiple formats including ArcGIS, Microsoft Excel, KML, and a format compatible with PAVER pavement management software, with data published on the City's geographic information platform. The proposal due date is June 30, 2026, with Addendum #1 issued on June 16, 2026, superseding prior guidance. Staffing must be available within six months of contract award, and the vendor's Project Manager must coordinate closely with City officials and attend on-site meetings as needed.

Proposers must submit comprehensive documentation including company mission and organizational charts, resumes for key personnel with relevant certifications, lists of vehicles and equipment with certifications and maintenance histories, contract termination and litigation history for the past five years, and a portfolio of no more than twenty similar projects preferably completed within the last five years. Vendors must provide an Asset Collection Work Plan, Data Dictionary, Data Quality Management Plan including equipment calibration and error resolution procedures, an initial Calibration Verification Report of approximately one center lane mile requiring City written approval before proceeding with full data collection, and a Data Quality Control Report. The vendor must maintain availability to respond to City inquiries within one hour during business hours (7:00 am to 3:30 pm Eastern, Monday through Friday) and be capable of attending in-person meetings in Tampa within three business days of request. Compensation is based on tasks performed with a maximum five percent retainage allowed on payment requests. The file does not specify contract value, term length, set-asides, or specific evaluation criteria weighting, and vendors are instructed to review all RFP addenda and supporting documents before submitting proposals.

1. Contract Termination for Default. Termination for default is defined as notice to stop performance which was delivered to the Proposer due to the Proposer's non-performance or poor performance and the issue of performance was either not litigated due to inaction on the part of the Proposer; or litigated and determined that the Proposer was in default. If the company has had a contract terminated for default in the last five (5) years, submit full details including the other party's name, address, and phone number. Present the company’s position on the matter. City Representative will evaluate the facts and may, at its sole discretion, reject the RFP on the grounds of its past experience.

2. Contract Litigation/Legal Proceedings. The Proposer shall identify any pending lawsuits, past litigation relevant to subject matter of this RFP, providing a statement of any litigation or pending lawsuits that have been filed against the Company in the last five (5) years. If an action has been filed, state and describe the litigation or lawsuit filed, and identify the court or agency before which the action was instituted, the applicable case or file number, and the status or disposition for such reported action. If no litigation or lawsuit has been filed against the company, provide a statement to that effect.

3. Provide an overview of your company's mission and core competencies. Include organizational charts delineating personnel assigned to data collection and electronic file creation.

A. Attach resumes for key personnel, detailing experience related to projects of a similar size and type. Clearly indicate the role and relevant certifications of each member of the proposed project team, as well as the number of years they have worked with your firm.

B. Provide a list of relevant vehicles and equipment, with certifications, registrations and preventative maintenance/calibration histories. Indicate which vehicles and equipment are owned or leased by your firm.

C. Indicate if subcontractors or third parties will participate in the execution of the contract.

2.

3.

4. Provide a list of no more than twenty (20) projects, preferably completed in the last five (5) years, to indicate proficiency in similar work. For each project, indicate your firm's role (prime or subconsultant), your firm's project manager and key personnel, total cost of the project, length of the contract, a summary of the work, customer/agency contact information, collection schedule, number of lane miles of PCI data collection, data dictionary and type of asset for which data was collected.

2.2. MANAGEMENT

If, during the project, the Successful Proposer makes personnel changes, the City has the right to review, accept, and/or reject proposed substitute(s). The City will make available the City’s management team for interview and consultation during plan(s) development and for review of the draft and final plans.

2.3. COORDINATION WITH THE CITY

The Successful Proposer shall identify the Project Manager to work in close coordination with the City. The City’s Project Manager shall be the City’s point of contact. The City shall approve any changes to the Project Manager or personnel assigned to the project.

During the term of the contract, the Project Manager shall meet on-site with the City’s Project Manager and/or other designated City officials as necessary, for the purpose of discussing and coordinating work to be performed, or performance of work.

2.4. PROJECT DESCRIPTION

1. The City of Tampa (COT) Mobility Department is soliciting Automated Pavement Condition Index (PCI) and Asset Data Collection services, which include documenting the condition and location of facilities such as roads, sidewalks, signs, and markings. The collected information will be published on the City's geographic information platform (ArcGIS) and referenced for transportation project planning and right-of-way analysis.

2. COT maintains a paved road system with approximately 1,300 centerline miles and lane miles not exceeding 2,800.

3. COT will provide ArcGIS files for assets to be surveyed and publish an online GIS image of the existing roadway system.

2.5. SCOPE OF SERVICES

The contract will require the completion of the PCI Survey, listed below. All other surveys are optional and selected based on vendor capability and City's budget. Attribute data options and domains will be negotiated and confirmed after the Notice to Proceed is issued.

1. Pavement Condition Index (PCI) Survey: Each road segment assessment must include a PCI between 1 and 100 as determined by ASTM D6433 and E3303 methodology, with data for attributes such as cracking (%), raveling (%), potholes (#), patching (%), rut depth (mm), roughness (mm), surface type, number of lanes, pavement width, and cross-fall (%), used to determine the value.

2. Sidewalk Segment Survey: Each sidewalk assessment must include the material type, length and width of the infrastructure and a subjective condition rating of Good, Fair, or Poor, with data such as landscape/utility obstacles, surface cracking, graffiti and missing panels or gaps to justify the evaluation. Infrastructure shall be evaluated as poor if gaps exist or adherence to ADA requirements, such as a running slope (8.33% or less – without railing), cross slope (2.0%, plus or minus 0.5%), and a passing space (48 inches or more), is not met at any point along the segment.

3. Sidewalk Ramp Survey: Each ramp assessment must include a subjective condition rating of Good, Fair, or Poor. The infrastructure should be evaluated as poor if it does not exist for all street approaches or fails to meet ADA guidelines, which require a flare/landing slope (2.33% or less), a minimum width (5 ft or more), detectable warning strips, and no connection gap.

4. Sign Survey: Each sign assessment must include a subjective condition rating of Good, Fair, or Poor, with data such as type, obstacles, physical damage, color fading, and/or improper orientation used to justify the evaluation.

2.6. GENERAL SPECIFICATIONS

1. Data shall be documented in the most current version or one release back of Esri's most recent updates for ArcGIS Pro, ArcGIS Online and Portal and ArcGIS Server. Data shall be delivered via a web service or directly to the City's Enterprise GIS Geodatabase.

2. Data shall also be delivered in tabular format, using the most recent version of Microsoft Excel and referencing COT's Road Centerline ID and latitude and longitude coordinates. Attributes will be captured according to an agreed-upon Data Dictionary and matched to additional COT GIS IDs when available.

3. Data shall also be delivered in a format compatible with import to PAVER pavement management software.
