About this file
This is a Measurement and Payment specification document for trenchless sanitary and storm sewer rehabilitation services in Florida. The document outlines the compensation methodology for 64 bid items covering cured-in-place pipe (CIPP) lining, service lateral inspections, clean-out installations, point repairs, pressure testing, joint sealing, mobilization, traffic maintenance, specialty cleaning, and warranty work. Payment is structured as unit prices per linear foot, per inspection, per joint, per day, or per instance depending on the specific work category, with measurement taken along the centerline of pipes between manhole walls or from connection points as specified.
The contractor's unit prices must include all labor, materials, equipment, setup, testing, inspections, plugging, bypass pumping, backfill, compaction, surface restoration, and debris removal necessary to complete each work item in accordance with specifications. No additional compensation is provided for sediment and erosion control, insurance, bonds, licenses, administrative costs, transportation, communications, office maintenance, project signs, routine traffic maintenance, or remobilization unless work suspension exceeds three months through no fault of the contractor. Manufacturer testing and certification, density testing for compacted backfilling, and concrete strength and materials testing must be included in unit prices. Specialty cleaning is defined as removal of material exceeding 20 percent of pipe diameter or involving grease, roots, pre-existing liners, or tuberculation, and is paid separately for actual lineal feet cleaned.
