About this file
This is a technical specifications document for Collier County's Wiggins Pass and Doctors Pass Maintenance Dredging Project, prepared by the Engineer Humiston & Moore Engineers, P.A. The project encompasses navigation maintenance dredging at two separate inlet locations in Collier County, Florida to restore safe and navigable boating conditions impacted by hurricane-induced shoaling in 2023 and 2024. For Wiggins Pass, approximately 81,000 cubic yards (cy) of material will be dredged from the main channel and interior channels, with estimated quantities increased to 85,000 cy to account for potential additional shoaling; for Doctors Pass, approximately 34,400 cy will be dredged from four segments including the west settling basin, entrance channel, turning basin, and interior west channel, with estimated quantities increased to 37,000 cy. Dredged material will be placed on beaches and in nearshore areas at designated disposal sites. The bid solicitation (No. 26-8697) was advertised on July 21, 2026, with sealed bids due by August 10, 2026 at 3:00 p.m. local time through the OpenGov procurement portal. The selected contractor must achieve substantial completion of both projects within 90 calendar days from the Notice to Proceed and be fully mobilized within 5 calendar days. Work will be conducted 24 hours per day, seven days per week, with operations permitted during sea turtle nesting season (May 1 through October 31, 2026) and shorebird monitoring periods (February 15 through August 31) subject to daily clearance requirements.
The contractor must furnish a minimum 14-inch hydraulic dredge capable of pumping 6,000 feet and handling coarse sand with shell material, with documented experience on similar Gulf or ocean-exposed dredging projects of equal or greater size completed prior to bid opening. Contractor responsibilities include obtaining all local permits and U.S. Coast Guard authorization, providing pre-construction surveys within 14 days of Notice to Proceed, submitting comprehensive operations plans addressing equipment, methodology, scheduling, quality control, environmental protection, safety, and severe weather protocols, and maintaining daily reporting and as-built records. Environmental compliance is stringent, requiring adherence to Florida Department of Environmental Protection and U.S. Army Corps of Engineers permits, third-party turbidity monitoring with specific calibration and reporting standards, strict manatee protection protocols including 50-foot equipment exclusion zones and immediate reporting of any incidents, avoidance of hardbottom and seagrass communities, and compliance with sea turtle and shorebird protection measures including beach fill advancement limitations and required daily clearances. Payment is based on quantities computed from pre-dredge and post-dredge surveys conducted by a registered Professional Surveyor and Mapper, with 60 percent of mobilization costs payable upon demonstrating 1,000 cubic yards excavation and placement in 24 hours, and remaining 40 percent payable upon final completion and site restoration; non-beach-compatible material encountered during dredging becomes the contractor's responsibility for removal and disposal.

TECHNICAL SPECIFICATIONS
COLLIER COUNTY
Wiggins Pass and Doctors Pass Maintenance Dredging Project July 17, 2026
Introduction. Collier County will conduct navigation maintenance dredging of Wiggins Pass and Doctors Pass to provide safe and navigable boating conditions within each inlet. Collier County completed maintenance dredging of Wiggins Pass in March 2022 and Doctors Pass in April 2022.
Since that time, Collier County has been impacted by hurricanes in 2023 and 2024 resulting in shoaling within the navigation channels for both inlets.
Collier County completed surveys of Wiggins Pass and Doctors Pass in January 2026, and the Contract Drawings are based on those surveys. Pay quantities are estimated at approximately 81,000 cy of material for Wiggins Pass and 34,500 cy for Doctors Pass. Pay quantities for both inlets will be based on updated pre-construction surveys. CONTRACTOR shall provide an updated pre-construction survey of Wiggins Pass and beach disposal area by a registered surveyor approved by the COUNTY within 14 days from the commencement date stipulated in the written Notice to Proceed from the COUNTY, and COUNTY shall conduct a pre-construction survey of Doctors Pass. To account for potential additional shoaling since January 2026, these quantities are increased to 85,000 cy and 37,000 cy, respectively, for Wiggins Pass and Doctors Pass should additional dredge quantities be documented by surveys.
Time is of the essence, and per the Acceptance and acknowledgement of Form 1 – Bid Response Form, the CONTRACTOR shall be fully mobilized to commence Work within 5 calendar days from the commencement date stipulated in the written Notice to Proceed from the COUNTY. Maintenance dredging of Wiggins Pass shall be completed first, followed immediately by maintenance dredging of Doctors Pass. Upon issuance of contract Notice to Proceed from the COUNTY, for dredging at Wiggins Pass, CONTRACTOR shall achieve Substantial Completion of both Wiggins and Doctors Pass maintenance dredging projects within 90 calendar days.
Selected CONTRACTOR must use a minimum 14-inch hydraulic dredge or larger capable of pumping at least 6000 feet from the larger cuts within the ebb shoals of each inlet. The dredge must be capable of moving coarse sand with shell. If the CONTRACTOR elects to use a larger dredge, the CONTRACTOR shall consider existing depths in the areas to be dredged when selecting the physical plant used to execute the Project. The dredge shall be suitable for the open Gulf site shown in the Contract Drawings. The CONTRACTOR and CONTRACTOR’s employees shall have company experience with the 14-inch or larger dredge used for dredging in exposed areas similar to an ebb shoal channel in the Gulf of America. The size of dredge shall be determined by its inside diameter at the discharge flange on the dredge pump. CONTRACTOR shall verify the equipment to be used and the specific completed project experience for similar work as called for in the Notice to Bidders. Projects listed as references must be of similar size (CY), or larger; must be at least partially Gulf or ocean exposed open water dredging and must be successfully completed prior to the bid opening of this project. Construction is allowed and work shall be planned to be conducted 24 hours per day, seven days a week. TS-9.0 General Notes.
TS-9.1 The Work is to be completed within two areas:
Wiggins Pass is located in Collier County, Sections 17 and 20, Township 48 South, Range 25 East, and in the Gulf of America, Class III Waters. Portions of the project are within Outstanding Florida Waters (OFW) associated with Delnor-Wiggins Pass State Park and Wiggins Pass Estuarine Area and Cocohatchee River System.
TS-9.2 Upland staging areas for the PROJECT will be designated by the OWNER and include parking lot #5. CONTRACTOR shall be responsible for restoring these areas to their documented pre-project condition, including native vegetation and parking areas, before the project will be considered to be Substantially Complete. If additional storage is required for construction equipment and materials, arrangements for such storage facilities shall be the responsibility of the CONTRACTOR and must be coordinated with the OWNER and the Park.
TS-9.3 Special measures shall be taken to prevent bilge pumpage or effluent, chemicals, fuels, oils, greases, and bituminous materials from entering the water.
TS-9.4 Disposal of any materials, waste, effluent, trash, garbage, oil, grease, chemicals, etc., in and adjacent to the project site shall not be permitted. If any waste materials are dumped in unauthorized areas, the CONTRACTOR shall remove the material and restore the area to the original condition as it existed before being disturbed. If necessary, contaminated ground shall be excavated, disposed of as directed by the COUNTY, OWNER, or ENGINEER, and replaced with suitable fill material.
TS-9.5 The CONTRACTOR is responsible for maintaining a safe work environment. The CONTRACTOR is referred to the USACE COE EM 385-1-1 USACE Safety and Health Requirements Manual. Hard hats, long pants, and steel-toed boots are required to be worn on the beach and on the dredge. Life vests are required when working on, in, or near the water.
TS-10.0 Dredging.
TS-10.1 The scope of the dredging includes excavation of all material from the designated areas within the Wiggins Pass main channel and interior channels as shown on the Contract Drawings and discharge of the material in the nearshore and on the beach within the fill template in accordance with the Contract Drawings.
Technical Specifications Page 14 of 42
Rock substrate was removed from the Wiggins Pass dredge template in 2013, and the pass was dredged again in 2018. With the exception of the relatively small areas identified in Stations 2+00 to -1+00, no rock is anticipated within the dredge template. However, if rock is encountered, the CONTRACTOR is to notify the OWNER and ENGINEER. Refer to Section TS-4.2.5.7. of these Technical Specifications for material screening.
TS-10.2 The dredging depths are shown on the Contract Drawings. The Contract Drawings show the design dredge depth includes an overdepth allowance. The design dredge depth is the minimum depth of required dredging, and the overdepth allowance is provided for the CONTRACTOR to ensure the design depth is achieved. The overdepth allowance establishes a not to exceed depth.
The volume of any material dredged from below the overdepth elevation will be computed from post dredge surveys and deducted from the pay quantity, unless determined acceptable by the OWNER and ENGINEER prior to the dredging.
TS-10.3 The side slopes along the design dredge template may be dredged as a box cut so that material not dredged above the elevation of the dredge cut along the side slope will match the amount of material dredged laterally beyond the side slope, below the elevation of the cut along the side slope, and above the maximum depth of cut for that template.
TS-10.4 The CONTRACTOR is required to use a submerged pipeline. The pipeline shall rest on the bottom, and CONTRACTOR shall make every effort to locate the pipeline such that the top of the submerged pipeline shall be no higher than -6 feet NAVD when located within 25 feet of Wiggins Pass Main & South Channel. Should this condition not be achievable due to shoaling, CONTRACTOR shall submit a pipeline location for acceptance by OWNER and ENGINEER.
TS-10.5 The CONTRACTOR shall clearly mark the entire length of submerged pipeline as necessary to conform to USCG regulations and COUNTY requirements.
TS-10.6 The dredge cuts are near navigable channels, and the CONTRACTOR shall maintain navigability of the channels at all times. Should CONTRACTOR’s pipeline, barges, or other floating equipment temporarily obstruct the channel for passage of boat traffic, CONTRACTOR shall take immediate steps to allow boat traffic to pass.
TS-10.7 The pipeline joints shall be constructed as to preclude spillage and leakage. Regular daily pipeline inspections a minimum of twice a day shall be made during operation and any leaks that develop shall be promptly repaired and the dredge shall be shut down until repairs are completed.
Confirmation of daily pipeline inspections and the location of any leak shall be documented by GPS coordinates in the daily report.
TS-10.8 Should the CONTRACTOR during the progress of the Work, lose, dump, throw overboard, sink, or misplace any material, dredged material, plant, machinery, equipment, or pipe, the CONTRACTOR shall recover and remove same immediately upon instructions from the ENGINEER. The CONTRACTOR shall give immediate notice, with description and location of such obstructions, to the ENGINEER, and when required, shall mark with buoy such misplaced material until same are removed.
Technical Specifications Page 15 of 42
In the event of refusal, neglect, or delay in compliance with the above requirements, such misplaced materials may be removed by the COUNTY, and the cost of such removal may be deducted from any money due or to become due to the CONTRACTOR or may be recovered under the CONTRACTOR’s bond.
TS-10.9 The CONTRACTOR shall contact the U.S. Coast Guard regarding issuance of a Notice to Mariners, in accordance with U.S. Coast Guard regulations, regarding the dredging and disposal operation immediately after the Notice to Proceed has been received from the OWNER. A copy of the Notice to Mariners shall be provided to the OWNER and ENGINEER.
TS-10.10 Should the CONTRACTOR, during dredging operations, encounter any objects on the Gulf or inlet channel bottom that could be a hazard to navigation, he will notify the OWNER and ENGINEER immediately as to the location of said object and any other pertinent information necessary for the CONTRACTOR to contact the U.S. Coast Guard regarding issuance of a Notice to Mariners.
TS-11.0 Beach Fill Disposal.
TS-11.1 The CONTRACTOR is required to place only beach fill from the area of excavation complying with the criteria established in the State approved Sediment Quality Assurance/Quality Control (QA/QC) Plan approved for this project. CONTRACTOR shall use the Primary Beach Disposal Area on the Contract Drawings, or as directed otherwise by the OWNER and
ENGINEER.
TS-11.2 All fill material shall be compatible with the existing native beach sand and meet the requirements of the DEP and USACE permits. Should clay, clay balls, rock, rubble, or any other debris larger than two (2) inches in diameter or shell hash (visually more than 5%) be encountered during excavation, which exceed the allowance in the State approved QA/QC Plan, the CONTRACTOR will immediately relocate or reduce the excavation depth to avoid placing such material on the beach or nearshore. CONTRACTOR shall document all areas where clay, rock, or other non-beach compatible materials is encountered and include the time, date and location and depth of the non-compatible material on the Daily Report Form.
CONTRACTOR shall be responsible for removing any such non-beach compatible material including clay balls, rock or shell hash which is placed on the beach or in the nearshore.
CONTRACTOR shall remove from the site of the Work, all snags, driftwood and similar debris lying within the limits of the beach fill section, as directed by OWNER or ENGINEER, before placement of the fill. All materials removed shall be disposed of in an area provided by and at the expense of the CONTRACTOR and approved by the OWNER or ENGINEER. Grading and other construction equipment will not be permitted outside the construction limits except for ingress or egress to and from the site by way of construction access approved by the OWNER. The CONTRACTOR shall grade all areas used by the CONTRACTOR on the beach including those areas used for access to and from the Work area.

Technical Specifications Page 16 of 42
CONTRACTOR will immediately cease dredging, adjust dredging operations accordingly into compliant sediment, and verbally notify the OWNER and ENGINEER, providing the time, location, and description of the noncompliant sediment. The CONTRACTOR will also report any encounters with noncompliant sediment in the CONTRACTOR’s Daily Report, providing depth and location in State Plane Coordinates of said materials. The CONTRACTOR will take the appropriate remediation actions as directed by the OWNER or ENGINEER.
TS-11.4 As part of the Project, CONTRACTOR shall plan to utilize appropriate measures as necessary to ensure sand placed on the beach meets the Quality Assurance and Quality Control (QA/QC) Plan for gravel-size in excess of 0.5-inch diameter material does not exceed 5% through use of screen boxes, raking, or other means as determined by the CONTRACTOR. Such means and methods shall be presented to OWNER and ENGINEER for acceptance and employed as necessary for sediment quality compliance with the state permit and approved QA/QC Plan. The collection of non-compatible material exceeding the QA/QC allowance shall be removed and transported to a designated area within the Park. The CONTRACTOR will be required to temporarily dispose of the material in a pile at the designated location within the Park and then remove it to a location meeting County, State and Federal requirements.
TS-11.5 CONTRACTOR shall adhere to all requirements of the Quality Assurance and Quality Control Plans. The Quality Assurance and Quality Control Plan for the Project is included in Appendix A and will become part of the contract upon execution. During beach disposal, the COUNTY shall collect a pint-sized sand sample daily from the beach disposal area, save in Ziplock bags, mark with date and location of discharge, review and archive. The quality of the sand placed on the beach shall be visually analyzed and discussed at the weekly progress meetings, or daily if requested by ENGINEER. The sampling time and frequency will comply with the State approved QA/QC plan.
TS-11.6 CONTRACTOR shall use all practicable means to minimize turbidity levels during fill placement. This includes the use of shore parallel sand dikes during beach placement of beach fill.
TS-11.7 The dredge and fill quantities shown on the Contract Drawings are estimated based on recent survey data collected in January 2026. The elevations shown in the Contract Drawings are subject to change and CONTRACTOR shall be responsible for verifying depths as needed for construction activities.
