About this file

This is an Insurance Requirements document (Version 3, dated February 23, 2026) issued by Collier County Board of County Commissioners for use in state and local contract opportunities, specifically referenced in connection with an Additional Special Magistrate Services - Code Enforcement Request for Proposals. The document establishes mandatory insurance and bonding requirements that all proposers and contractors must maintain throughout the duration of their agreements with Collier County. Key requirements include Workers' Compensation coverage per Florida Statutes Chapter 440, Employer's Liability insurance with a $500,000 single limit per occurrence, Commercial General Liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability coverage of $1,000,000 per occurrence. Additional specialized insurance may be required depending on the nature of work, including Watercraft, Maritime Coverage (Jones Act), Aircraft Liability ($5,000,000 minimum if applicable), Pollution, Professional Liability, Cyber Liability, and Technology Errors & Omissions coverage. All contractors must maintain Collier County as an additional insured on Commercial General Liability policies, with such coverage being primary and non-contributory to any other insurance maintained by the county.

For contracts exceeding $200,000, contractors must submit Performance and Payment Bonds written for 100% of the contract award amount, with costs borne by the awarded proposer. A bid bond equal to 5% of the cost proposal must be submitted with the initial proposal response. All surety bonds must be underwritten by a surety authorized to conduct business in Florida with an A.M. Best rating of "A-" or better and a Class V or higher financial size category rating. Certificates of Insurance must be provided within five days of notification of a recommended award, with the Certificate Holder named as "Collier County Board of County Commissioners, 3295 Tamiami Trail East, Naples, FL 34112" and include a 30-day cancellation notice provision. Contractors are responsible for ensuring all subcontractors comply with identical insurance requirements and provide certificates of insurance to the county. For construction projects deemed necessary, Collier County will procure and maintain Builders Risk Insurance, with premiums billed to the project rather than included in contractor proposals.
