About this file
This is a Schedule of Values specification document for Collier County, Florida's South County Regional Water Treatment Plant (SCRWTP) Lime Softening Improvements - Blend Tank construction project (Bid No. 26-8683). The project encompasses demolition of the existing chemical blend tank, associated piping, analyzers, and ductile iron piping, followed by construction of a new reinforced concrete blend tank approximately 71 by 45 by 12.55 feet, installation of approximately 180 linear feet of 42-inch and 130 linear feet of 36-inch ductile iron pipe, and implementation of chemical injection systems for chlorine, caustic, ammonia, and corrosion inhibitor. The specification requires contractors to prepare a detailed Schedule of Values listing all cost-loaded, on-site construction activities in numerical order, with the aggregate equaling the lump sum contract price of $3.29 million. The document recommends division of major work items into categories including general conditions and mobilization (capped at 10 percent of total bid), demolition activities, new tank and piping installation, disinfection, commissioning, record drawings, and relocation of existing utilities including compressed air piping (up to 80 linear feet), irrigation piping (up to 80 linear feet), and electrical conduit (up to 120 linear feet). Sealed bids were due July 1, 2026 at 3:00 PM, with a non-mandatory pre-bid meeting held on June 9, 2026 at 11:00 AM. Substantial completion is required within 277 calendar days from Notice to Proceed, with liquidated damages assessed at $1,782 per calendar day for missed deadlines.
The contractor must submit the Schedule of Values as a condition precedent to receiving any contract payments and must revise it within 10 days of receiving engineer review, but no later than 10 days prior to submitting the first Application for Payment. The format for the Schedule of Values is subject to the contractor's standard presentation, contingent upon review and acceptance by Collier County and the engineer. A $300,000 owner's allowance is available for unforeseen conditions encountered during construction. Contractors must maintain mobilization and demobilization costs proportionally to the percentage of work completed, with allowable percentages ranging from 25 percent at 5 percent completion to 100 percent at full completion. All bidders are required to submit a certified bid bond equal to 5 percent of the total bid amount and provide performance and payment bonds at 100 percent of the contract value. General contractors must demonstrate completion of at least three projects within the past ten years, each with a minimum contract value of $1,000,000, involving water or wastewater treatment plant work with chemical systems and reinforced concrete structures. Work must be performed Monday through Friday from 7:00 AM to 7:00 PM, with facility shutdowns limited to 6:00 PM to 6:00 AM for a maximum of eight hours per shutdown, as the facility operates as the county's sole drinking water source. All bidders must be enrolled in E-Verify and comply with immigration verification requirements.

SECTION 01_29_73
SCHEDULE OF VALUES
PART 1 GENERAL
1.01 SUMMARY
A. Section includes:
1. Requirements for preparation, format, and submittal of Schedule of Values.
1.02 PREPARATION
A. Schedule of Values shall be a listing of all cost loaded, on-site construction activities from the progress schedule, listed in numerical order, showing that the sum total of all cost-loaded activities equal the Contract value.
B. When the schedule is changed or revised to include added or deleted work, the Schedule of Values shall also be revised such that the sum total of all cost-loaded activities continuously equal the current Contract value.
1. Equate the aggregate of these costs to the Lump Sum Contract Price.
C. Prepare Schedule of Values identifying costs of Major Items of Work. The Engineer may recommend adding/deleting items in submitted Schedule of Values at their discretion. Recommended division of major items of work as follows:
1. General Conditions, Mobilization, and Demobilization (10% Max of the Total
Bid Amount).
2. Demolish and dispose of existing blend tank.
3. Demolish and dispose of existing chemical piping, analyzers, and appurtenances.
4. Demolish and dispose of existing ductile iron piping and appurtenances.
5. Provide and install blend tank, including chemical and conveyance yard piping and appurtenances.
6. Disinfection.
7. Commissioning.
8. Record Drawings.
9. Relocation of existing one-inch compressed air piping. Drawing 00D01 depicts a one-inch compressed air line near the location of the work, its exact location is unknown. Contractor shall locate the existing line and relocate as required to clear the blend tank foundations by not less than 5-feet. The amount of relocation that may be required is up to 80 linear feet of 1-inch buried copper air piping.
10. Relocation of existing PVC irrigation piping (size and quantity underdetermined). It is assumed that Contractor may encounter PVC irrigation piping during excavation of the blend tank foundation. This piping shall be cut, capped, and removed. Contractor may need to reinstall SCH 40 buried PVC piping to re-establish the irrigation grid. The amount of buried piping to be installed may be up to 80 linear feet.

11. Relocation of a one-inch SCH 40 PVC direct bury electrical conduit containing four #4-AWG wires and one #4-AWG ground conductor exiting the east side of the electrical vault (located southeast of the existing 2,000,000-gallon finished water storage tank and directly west of the proposed blend tank denoted with the letters “EV”). This conduit exits the east wall of the electrical vault and is routed to the northeast corner of the filter building. The exact routing is unknown, although pothole location has established this general routing, which shall be field verified prior to starting construction. The amount of buried conduit and wiring to be installed may be up to 120 linear feet.
D. The scheduled value for mobilization plus demobilization shall not exceed the amount as indicated on the Bid Form.
