The project encompasses hydraulic dredging operations at two locations: Wiggins Pass (approximately 81,200 cubic yards of sand placement on Delnor-Wiggins State Park beaches) and Doctors Pass (approximately 34,400 cubic yards of sand placement along Naples Beach). The contract is grant-funded and subject to federal oversight under FEMA Public Assistance, including compliance with 2 CFR Part 200 and prevailing wage standards. Liquidated damages are assessed at $2,667.00 per calendar day for failure to meet the substantial completion deadline. The County will award the contract to the lowest responsive and responsible bidder and utilizes local vendor preference (Choice 2) with no disadvantaged enterprise set-asides identified. All dredged material must be beach-compatible sand meeting Florida Department of Environmental Protection specifications, with strict compliance required regarding turbidity monitoring, marine turtle and shorebird protection measures, and seagrass and hardbottom avoidance protocols.
