The County seeks approximately 75,000 tons per year (50,000 cubic yards per year) of sand meeting Florida Department of Environmental Protection specifications, with individual projects potentially requiring up to 225,000 tons and multiple projects scheduled annually or bi-annually. Sand must comply with FDEP Permit JCP 0331817-001-JC requirements and the County's technical specifications, including a preferred Munsell Color Value of 8 for moist samples. Delivery is to Lowdermilk Park in Naples, Florida (1301 Gulfshore Boulevard). Bids are due February 26, 2026, at 3:00 PM EST via the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewal periods. Contact information: Valeska Escobar, Procurement Strategist II, (239) 252-2220, Valeska.Escobar@collier.gov.
Pricing will be evaluated on a per-ton unit cost basis with an adjustment factor of $0.20 per ton per mile applied for comparison purposes only, calculated from the shortest allowable truck route from the mining operation to the delivery location. Prices shall remain firm during the initial three-year term; annual price increase requests may be submitted thereafter with 30-day advance notice, supporting documentation, and Procurement Director approval. The County intends to award to the lowest responsive and responsible bidder representing the best value and may select Primary, Secondary, and Tertiary awardees on a line-item basis. Three upland sand sources are currently approved for permits: Stewart's Immokalee mine, Vulcan's Witherspoon mine, and CEMEX's Lake Wales mine. The grant-funded project requires compliance with 2 CFR Part 200, FEMA regulations, E-Verify enrollment, commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation coverage, and Performance and Payment Bonds equal to 100 percent of the contract award amount for contracts exceeding $200,000. A separate contractor will be selected for transportation, delivery, and placement of materials for each maintenance project.

INTRODUCTION
As requested by the Coastal Zone Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the intent of obtaining bid submittals from interested and qualified Bidders in accordance with the terms, conditions and specifications stated or attached. The Bidders, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein. All references to “Bidder” are also referred to as “Contractor” and “Vendor.”
BACKGROUND
The County currently has three upland sand sources approved for permits: Stewart’s Immokalee mine, Vulcan’s Witherspoon mine, and CEMEX’s Lake Wales mine. It is assumed that the sand will have a moisture content of up to 5%, resulting in a relationship of 1.5 tons/cubic yard for sand delivery from the pit. The supplied sand must meet the requirements of the County’s existing North Beach Nourishment permits as well as the County’s technical sand specifications.
TERM OF CONTRACT/AGREEMENT
The contract term, if an award(s) is made is intended to be for three (3) years with two (2) one (1) year renewal option.
Prices shall remain firm for the initial term of the awarded contract.
Price Modifications
1. Price increase requests may be submitted on an annual basis after the initial term of the contract. Retroactive price adjustments are not authorized. All requests must be submitted to the County Representative or designee. Any requested adjustment shall be fully documented and submitted to the County no less than thirty (30) days prior to the contract anniversary date. Any approved cost adjustments shall become effective as of the anniversary date or upon Procurement Director/Board approval.
1.1. Contractor shall provide supporting documentation justifying price increases (examples: Contractor’s material agreements, distributor invoices, proof of fuel increases, etc.).
1.2. County Representative or designee shall analyze prices to determine if increases are fair and reasonable using the following methods: price competition (reviewing competitive bids or offers), market prices, historical prices, or independent estimates.
1.3. Contractor shall continue to fill all purchase orders received at the current agreement prices during the review process.
1.4. The Procurement Director has the authority to approve price adjustments in accordance with the Procurement Ordinance, as amended. The bid tabulation shall be modified with the price increases and uploaded into the County’s Finance system.
1.5. Price increase requests are not guaranteed. If approved, the Procurement Director or designee will notify the Contractor in writing with the effective date of any approved price increases.

2. The County may, after examination, refuse to accept the adjusted costs if they are not properly documented, are considered to be excessive, or if decreases are considered to be insufficient. AWARD CRITERIA
ITB award criteria are as follows:
The County’s Procurement Services Division reserves the right to clarify a Bidder’s submittal prior to the award of the solicitation.
It is the intent of Collier County to award to the lowest, responsive and responsible Bidder(s) that represents the best value to the County.
For the purposes of determining the winning bidder, the County will select the Bidder with the lowest price, responsive and responsible Bidder as outlined below:
• Lowest Total Bid
Collier County reserves the right to select one, or more than one Bidder award on a line-item basis, establish a pool for quoting, or other options that represents the best value to the County; however, it is the intent to:
• A Primary, Secondary, and Tertiary Awardees
The County reserves the right to issue a formal contract or standard County Purchase Order for the award of this solicitation.
DETAILED SCOPE OF WORK
Collier County is seeking a vendor for sand supply of beach-compatible sand for use to re-nourish County beaches. In order to perform maintenance re-nourishment projects of the County’s beaches, it is expected that, on average, approximately 75,000 tons/year (~50,000 cy/year) will be needed (but not guaranteed) for the next five (5) years. Projects are typically sized to a maximum of about 225,000 tons, but more than one project may be scheduled per year. The intended plan is to perform annual or bi-annual (every other year) truck haul re-nourishments with sand being purchased by the County directly from the supplying sand mine. A separate Contractor will be selected by the County for pick-up, delivery, and placement of fill material for each maintenance project. This approach will be advantageous to the County by ensuring that material is available and ready to meet its project needs.
To perform bid price comparisons, the transport distance from the mine to the beach will be factored in. The shortest driving distance along allowable truck routes will be calculated from the mine to Lowdermilk Park at the corner of Banyan Road and North Gulf Shore Blvd (1301 Gulfshore Blvd., Naples, FL 34102) in Collier County, using Google maps or other uniform methods will be determined acceptable by the County. The established allowable truck route (Attachment 1) for sand supplied from mines in/near Immokalee is defined as: west from Immokalee on S.R. 82 to Corkscrew Road, south and west on Corkscrew Road to Alico Road, north and west on Alico Road to I-75, south on I-75 to Golden Gate Parkway, west on Golden Gate Parkway to U.S. 41, south on U.S. 41 to Banyan Boulevard, and then west on Banyan Boulevard to Lowdermilk Park.
A unit cost of $0.20/ton/mile will be added to the unit cost of sand supply (see attached Bid Schedule) to calculate an adjusted unit price based on haul distance from the mine weigh station. This adjusted unit price will be used for comparison purposes only and does not affect the purchase price of the sand between the Vendor and the County.
Sand for the awarded agreement must meet the requirements for beach-compatible sand defined in FDEP Permit JCP 0331817-001-JC, Sediment QA/QC Plan, dated August 8, 2005. NOTE: County’s preference regarding Munsell Color Value is for a moist Value (chroma=1) Compliance Value of 8. Table 1 from the Sediment QA/QC Plan (Attachment 2) is to be considered the minimum acceptable value.
Should the Primary Vendor not be able to provide the services within the time period or is unable to perform the request, the Division reserves its right to move to the Secondary and Tertiary, as necessary. The County reserves the right to seek services outside of the contract if the Primary, Secondary, or Tertiary are unable to perform.
