About this file

This is a Statement of Work (SOW) for DMEA 26-6F2, dated 24 July 2026, issued by the Defense Microelectronics Activity (DMEA) for the procurement of a Programmable Dispensing Tool.

The Packaging Assembly and Substrates (PAS) Lab requires an automated programmable encapsulation tool to support microelectronics die bonding and encapsulation operations for DoD customers. The tool must support high voltage device fabrication and meet MIL-STD-883 standards. The contractor shall provide a Nordson PRO4 dispensing system with specified hardware requirements including die placement accuracy of +/- 0.004 mm, laser height detection, tabletop footprint, operational range greater than 300x/300y/100z mm, interchangeable auger and volumetric pumps, minimum 50 cc syringe/reservoir capacity, CCD camera capable of detecting fiducials on high reflective materials, and drip prevention capability with auger reversal functionality. Software requirements include training on the software interface, program capacity exceeding 100 programs, and motion control supporting both point-to-point and continuous path operations. The contractor must provide training for two operators and comply with DMEA security protocols, including 48-hour advance notification for onsite work and proof of U.S. citizenship for all personnel. Key points of contact include Project Engineer Brian Frost, Contracting Officer's Representative Stephanie Wasmuth, and Branch Chief Steven Nelson at DMEA's McClellan, California facility. No options, government-provided resources, program management requirements, or program summary information are specified in this SOW.
