About this file
This is Addendum No. 01 to RFP #26-27-06 for House Setup and Site Development Services issued by the City of Greenville, North Carolina and prepared by Virgil D. Smith, Sr., Construction Coordinator on September 23, 2026. The addendum addresses clarifications and requirements for two residential structures as part of the 50-in-10 Affordable Housing Initiative. Key project specifications clarified include confirmation that water and sewer taps are already in place, requiring only hookup to the City's water and sewer systems with a $30.00 fee to Greenville Utilities paid by the contractor. All HVAC ducts are located in the attic, the homes are total electric with no gas hookups, and no existing footing, brick, or debris remains from previously removed structures. Full house plans will be provided to contractors. Decks and porches will match the foundation with brick and concrete finishes rather than exterior painting or staining. Sealed proposals were due October 5, 2026 at 9:00 a.m. EST, with a mandatory pre-bid meeting held on September 21, 2026 at 9:30 a.m. at 609 West 5th Street. The contract term is twelve months from award date, with the City reserving the right to utilize the selected contractor for additional similar services during the contract term as needed.
Contractors must include termite certification in their bids. Any repairs for damage to existing structures during moving or setup will be handled via change order. Contractor eligibility requires a valid North Carolina general contractor's license, at least three years of experience in tree removal, land clearing, and grading, and proof of commercial general liability insurance with a $1,000,000 minimum per occurrence, workers' compensation, and commercial auto liability with a $1,000,000 per occurrence limit. Payment terms are Net 30 days. All new vendors and subcontractors must register with the City of Greenville's online vendor portal prior to contract award. Proposals are evaluated on relevant experience and qualifications (30 points), project approach and safety plan (30 points), cost competitiveness (25 points), local vendor status (5 points), and references and past performance (10 points).
