Augusta seeks a qualified vendor to provide fuel cards for approximately 1,600+ authorized vehicles and equipment units, with capacity to scale upward. Sealed proposals are due November 12, 2026, at 11:00 a.m., with bid openings open to the public in person or via Microsoft Teams. The successful contractor will be selected for an initial one-year contract term from January 1, 2027, through December 31, 2027, with four optional one-year renewal periods contingent upon satisfactory performance, available funding, and mutual agreement. Oral presentations may be required within thirty days of proposal submission.

The RFP evaluation employs a 100-point scoring system composed of three parts: Part I (75 points) evaluates procurement documents (pass/fail), firm qualifications and experience (20 points), organization and approach (15 points), scope of services understanding (20 points), financial statements (5 points), references (5 points), and geographic proximity (10 points); Part II (optional, 0-15 points) covers presentations and question-and-answer responses for shortlisted firms; and Part III (10 points) scores cost proposals with points distributed to the five lowest-cost bidders. The city requires detailed cost proposals submitted separately in sealed envelopes and in Excel format on USB drives, covering card fees, program management fees, transaction fees, technology and online system fees, fraud prevention and security features, implementation and training, customer support, and contract termination fees across five years. The RFP mandates compliance with state E-Verify requirements, Georgia security and immigration affidavits, non-collusion certifications, and minority and women-owned business enterprise (M/WBE) program participation. No set-asides are explicitly selected. Bidders must submit notarized Exhibit A documentation including business licenses, W-9 forms, and statements of non-discrimination, along with financial stability evidence and three municipal or comparable fleet references within the past five years.
