About this file
This is a scoring criteria exhibit for the City of Sarasota's Request for Proposals 26-17HR for Real Estate Development Consultant services supporting the 1st Street Workforce Housing Project. The City seeks comprehensive real estate development consulting services to address workforce housing shortages in downtown Sarasota. The consultant will provide strategic advisory services including financial pro forma modeling, feasibility analysis, procurement guidance, contract drafting support, stakeholder engagement, and project management. Proposals are due March 3, 2026, at 2:30 p.m., with questions accepted through February 20, 2026, and responses provided by February 25, 2026. Submissions must include three to five relevant past projects demonstrating comparable experience. The contract term is two years with an optional one-year renewal. Electronic submissions are required through the OpenGov Procurement portal, and evaluation occurs in two phases, with Phase 1 assessing proposals across seven criteria and top-ranked consultants potentially invited to Phase 2 interviews.
Phase 1 evaluation allocates 100 total points across the following categories: Relevant Project Experience (5 points), with evaluation of three to five projects on relevance, scope, and alignment with City objectives; Key Personnel and Team Structure (10 points), assessing team composition, Project Manager identification, and confirmed availability; Demonstrated Core Competencies (30 points), evaluating team capability across ten required functional areas; Understanding of the Project and Solicitation Objective (15 points), assessing comprehension of City objectives, downtown Sarasota context, and applicable regulatory frameworks; Project Approach and Technical Methodology (25 points), evaluating delivery methods and risk mitigation strategies; Pricing (5 points), assessing reasonableness and transparency; and Local Preference (10 points), with an additional 10 points available to firms holding a valid City of Sarasota Business Tax Receipt for at least one year with a physical non-residential business address and full-time employees within the city, or 5 additional points for local county businesses meeting similar criteria. The pricing proposal must include a fixed monthly retainer covering all ongoing deliverables and an additional hourly rate schedule for services outside defined scope. The selected vendor is prohibited from competing for the eventual development project.
