About this file
This is a scoring criteria document for the City of Sarasota, Florida's Request for Proposals for a Real Estate Development Consultant to support the 1st Street Workforce Housing Project. The project addresses Sarasota's critical shortage of affordable and attainable workforce housing by identifying downtown sites capable of supporting workforce rental housing within walking distance of Main Street. The City is pursuing a community-driven partnership approach and has initiated outreach to philanthropic, community, and government partners with strong preliminary interest in collaboration. Recent changes in City and State housing policy create a timely opportunity for this initiative, envisioned as a long-term, sustainable workforce housing solution. The selected vendor will be prohibited from competing for the eventual development project.
The scoring criteria document establishes a 100-point evaluation framework across seven categories: Relevant Project Experience (5 points), with public-sector or municipal experience given preference; Key Personnel and Team Structure (10 points); Demonstrated Core Competencies in required functional areas (30 points); Understanding of the Project and Solicitation Objectives (15 points); Project Approach and Technical Methodology (25 points); Pricing reasonableness, transparency, and completeness (5 points); and Local Preference calculation (10 points). The evaluation will assess proposers' capability to deliver real estate development consulting services, including support for City staff, financial modeling, feasibility analysis, stakeholder engagement, procurement support, and risk identification with mitigation strategies.
