About this file
This is a scoring criteria document for the City of Sarasota's Consultants Competitive Negotiation Act (CCNA) procurement solicitation for the St. Armands Key and Lido Key Assessment District Overhead Utility Undergrounding Program. The project requires multidisciplinary consultant teams to develop a comprehensive program for removing overhead electric and communications facilities and installing underground infrastructure across three districts (St. Armands Business Area, St. Armands Residential Area, and Lido Key) while incorporating new street lighting that meets dark-sky and sea-turtle-protection standards. A non-mandatory pre-proposal meeting is scheduled for January 22, 2026, at 1:00 PM EST, with a question and answer deadline of January 28, 2026, at 5:00 PM EST. Proposals are due February 5, 2026, at 2:30 PM EST, followed by initial evaluation committee meetings and interviews on February 11, 20, and 24, 2026. The contract term is one year with two one-year renewal options for a total of three years.
Evaluation of proposals will be conducted using a 100-point scoring system distributed across five categories: company qualifications including Florida undergrounding experience (minimum of three projects within the past ten years involving both residential and commercial work and electric-utility coordination) receive 30 points; key personnel qualifications receive 25 points; project understanding and methodology receive 20 points; assessment methodology receives 15 points; and past performance and references receive 10 points. The planning-level construction budget ranges from $40 to $50 million, with funding sourced from Assessment District levies on benefited properties, tax-exempt and taxable municipal bonds, Business Improvement District funds, and potential grants and utility contributions. Consultants must perform a minimum of 51 percent of total contract work with their own organization, though this requirement may be waived under special circumstances. Insurance requirements include worker's compensation, commercial general liability of One Million Dollars per occurrence, automobile liability, and professional liability of at least One Million Dollars. All work products must conform to Florida Statutes and design criteria established by the City of Sarasota, Florida Power and Light, and the Florida Department of Transportation.
