About this file

This document is an Exhibit B: Proposal Response Requirements for RFP #26-15JS issued by the City of Sarasota for the St. Armands Key and Lido Key Assessment District Overhead Utility Undergrounding Program. The City seeks multidisciplinary consultant teams to deliver a three-district program that removes overhead electric and communications facilities and installs underground infrastructure, including new street lighting meeting dark-sky and sea-turtle-protection standards. Proposers must submit comprehensive proposals organized into specific sections including introduction, minimum qualification requirements, trade secrets designation, proposer statement of organization, proposer experience, team experience, capacity, and approach. The document does not specify explicit response deadlines, site visit dates, bidder's meetings, or award dates within the provided content, though it indicates these details would be contained in the broader RFP documentation.

Minimum qualification requirements mandate that proposers demonstrate experience on at least three Florida overhead-to-underground electric and communication utility undergrounding projects completed or in final construction within the past ten years, with documented experience in electric utility coordination and residential or commercial service conversions. Proposers must identify a project team including a lead for electric utility coordination with Florida undergrounding experience and a lead for assessment methodology development with experience supporting non-ad valorem assessment programs in Florida. Additional requirements include demonstrated experience supporting assessment-funded infrastructure programs and documented familiarity with Florida Statutes Chapters 163, 170, and 197.3632 governing improvement areas and non-ad valorem assessments. The document specifies detailed proposal content requirements addressing staffing approach, quality control procedures, utility coordination strategies, public engagement and transparency support, risk management methodologies, schedule management, and communication protocols, but contains no explicit pricing terms, funding sources, or contract renewal information.
