About this file

This is an Emergency Purchase Statement issued by the State of Illinois for ProofPoint software. The document authorizes an emergency procurement to address an immediate operational need. The request specifies ProofPoint as the required solution, with the emergency classification indicating that standard competitive bidding procedures were waived due to urgent circumstances necessitating rapid implementation. No specific contract term, renewal options, or detailed project timeline information is provided in the statement, reflecting the expedited nature of the emergency purchase process.

The document serves as justification for the emergency procurement action and establishes the authorization to proceed with the ProofPoint software acquisition outside normal procurement channels. Specific pricing terms, contract duration, and funding sources are not detailed in this emergency purchase statement, as such information would typically be documented in separate purchase orders or contract agreements executed following this authorization. The emergency designation allows the State of Illinois to bypass competitive bidding requirements to ensure timely acquisition of the necessary software solution.

TextField2: Proofpoint software protects Tollway users by filtering malicious and spam emails. Over the last three months, the Tollway received approximately 90,000 emails per day. Proofpoint blocked about 75,000 of these messages and delivered roughly 15,000 legitimate emails to the 1,500+ Tollway mailboxes.

Without this filtering, users would be overwhelmed by harmful and unwanted emails, significantly increasing the organization’s risk exposure. For example, if a user were to click on a malicious link, it could lead to severe disruption across Tollway systems, including operations such as toll collection.

TextField4: An attempt was made to procure Proofpoint through Master Blanket Purchase Order 18-510CPOGS-CPOGS-P-1938 with Carahsoft which expired 09/15/2026 and was no longer accessible to agencies after 9/15/26, therefore IT Controls reached out to another reseller CDW who has an existing state contract through Sourcewell that expires October 2027. However, Proofpoint did not advise the Tollway until two weeks ago that CDW is not authorized CDW to flow down Proofpoint’s terms and conditions as they do with their incumbent reseller, Carahsoft. Proofpoint insisted that a procurement through Carahsoft can still be accomplished with the expiring NASPO agreement if executed right on the date of 9/16/2026 to avoid overlap but practically that could not be accomplished because the contract expired on 9/15/26.
ExplanationForSelectingVendor: Proofpoint is the current enterprise tool used to protect IL Tollway from malicious attacks through email. To switch to another software at this point will require vetting and reconfiguration leaving the Tollway further exposed until a new software is competitively procured while an emergency procurement will minimize a lapse in service if Proofpoint through Carahsoft maintains services with the knowledge that the emergency procurement is in progress.
ExplanationSuppliesServices: Proofpoint enterprise security prime protection against malicious email attacks and messaging generated by users and third-parties.
TextField3: Proofpoint is the current software providing email filtering services. The Tollway selected Proofpoint approximately four years ago following a comprehensive evaluation that included a proof‑of‑concept phase. Since then, the Proofpoint Email Filtering service has performed reliably, and the IT Security group has no plans to change in the near future.
TextField1: There is no time to consider BEP with Proofpoint the only company that can continue and maintain existing services.

ExplanationDoesNotMeetNeed: The new NASPO agreement was just executed as late as 9/15 or 9/16/2026. It has not been vetted yet if Carahsoft is a participating partner of the new agreement but the Proofpoint representative did indicate that Proofpoint was not a part of it.
