About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois State Toll Highway Authority (ISTHA), located in Downers Grove, Illinois. The emergency procurement is for roadway sweepings pickup and disposal services, defined as non-hazardous shoulder debris collected by sweeper trucks from tollway maintenance sites. The services include temporary accumulation of sweepings in 10-cubic-yard dumpsters provided by the vendor at specified maintenance locations, with pickup conducted as needed. The emergency condition arose due to the expiration of the previous contract in December 2025 and delays in finalizing a new Joint Purchase agreement between ISTHA and the Illinois Department of Transportation. A small purchase with emergency conditions contract that ran through July 2026 has now expired, necessitating this formal emergency procurement. The contract was awarded on an estimated basis on August 5, 2026, with the authorization granted to Eric Occomy, Chief of Contract Services/APO.
The selected vendor is Independent Recycling Services, Inc., located at 2401 South Laflin Street, Chicago, Illinois 60608, chosen based on their demonstrated experience providing sweepings removal services under previous competitively bid contracts and their current placement of dumpsters at tollway maintenance sites. The vendor has a history of exceeding Business Enterprise Program (BEP) commitments, having met the 25 percent BEP goal during the most recent Invitation for Bid contract. The estimated expenditure for this emergency procurement is $150,000, funded through sources other than federal funds, state appropriation funds, or state grant funds. An Emergency Final Cost form will be submitted by ISTHA and published by the State Purchasing Officer no later than the tenth day of the succeeding month to reconcile any differences between the estimated and actual costs.

TextField2: Roadway sweepings are defined as non-hazardous shoulder debris collected primarily by sweeper trucks. Due to the variety and large quantity of debris within these sweepings, they cannot be disposed of via normal waste-hauling services. Removal of these sweepings is a matter of safety for the Tollway, protecting motorists from debris being propelled by passing vehicles. Since December 2014, the Tollway has had a contract in place to haul away sweepings at each maintenance site. The most recent IFB was with Independent Recycling, Inc. which began in 2021 with a three-year initial term and a possible four-year renewal term. The contract was renewed for one year beginning in December 2024. A renewal for the remaining three years was sought in 2025. Due to internal issues, the contract was not renewed in time and the contract expired in December 2025. An IFB was drafted but the Tollway needed to have pickups of the accumulated sweepings. A small purchase with emergency conditions (SPEC) contract was executed in April 2026 ending in July 2026. The IFB draft was changed to a Joint Purchase with the Tollway and Illinois Department of Transportation. This new IFB is still in process; therefore, a formal emergency procurement is now required.
TextField4: The Tollway had a small purchase with emergency conditions contract that ended July 2026. The Tollway is currently preparing a Joint Purchase with IDOT to supply sweepings removal services in the future. This contract has not been finalized leading to this emergency procurement request.
ExplanationForSelectingVendor: Independent Recycling Services, Inc. has supplied the Tollway with 'Roadway Sweepings Pickup and Disposal Services' on both the most recent Invitation for Bid contract and the small purchase with emergency conditions contract. This vendor still has sweepings roll-off dumpsters at our Maintenance Sites for the SPEC contract and understands the requirements for safe and compliant disposal of the roadway sweepings.
ExplanationSuppliesServices: Maintenance Sites utilize sweeper trucks to remove debris from their assigned areas. This contract enables those sweepings to temporarily accumulate in 10-cubic-yard dumpsters provided by the vendor at the specified locations, and the vendor is summoned for pickup as often as needed. Due to the variety and large quantity of debris within this sweepings material, they cannot be disposed of via normal waste-hauling services, necessitating the ongoing use of a sweepings-specific contract.
TextField3: Due to the nature of the waste being disposed of and the current placement of dumpsters at the Tollway's Maintenance Sites, the Tollway has chosen to direct this emergency procurement to Independent Recycling Services, Inc. This vendor has provided safe and efficient removal of sweepings material for several years through competitively bid contracts.
TextField1: The most recent IFB had a BEP goal/commitment of 25%. Independent Recycling Services, Inc. exceeded the BEP commitment through the duration of the IFB contract.
