About this file

This is an Emergency Purchase Extension Approval form submitted by the Toll Highway Authority (THA) Engineering Division to the State of Illinois Chief Procurement Office for General Services. The document authorizes a 61-day extension of an emergency contract for roadway sweepings pick-up and disposal services with Independent Recycling Services, Inc. The original emergency contract (BidBuy Reference B-53567) was valued at $150,000 and operated from August 7, 2026, through November 4, 2026. The requested extension runs from November 5, 2026, through January 4, 2027, with an estimated extension amount of $0.00. The scope of work involves utilizing sweeper trucks to remove debris from designated M-Sites, with sweepings temporarily accumulated in 10 cubic yard dumpsters provided by the vendor at specified locations, with pickups summoned as needed. The THA initiated this emergency procurement because the most recent Invitation for Bid (IFB) expired in December 2025, and internal delays prevented timely contract renewal prior to the current contract's expiration.

The extension was justified as a bridge measure while the THA completes a Joint Purchase agreement with the Illinois Department of Transportation (IDOT) for sweepings removal services (BidBuy Reference B-53219), with competitive bidding scheduled to close on October 28, 2026. The vendor indicated willingness to utilize Business Enterprise Program (BEP) participation when practical, though reduced work volume during the winter season was anticipated. The extension does not change the scope of work and addresses the emergency condition by ensuring continuous removal of sweepings debris from all Tollway M-Sites, which is characterized as a safety matter for motorists. Denial of the extension would result in inability to remove sweepings debris, leading to accumulation and potential hazards from debris being propelled by passing vehicles. The form was approved by the Authorizing Procurement Officer (APO) and Supervising Procurement Officer (SPO) on November 2, 2026, and the Chief Procurement Officer on November 3, 2026.

M-Sites utilize sweeper trucks to remove debris from their assigned area. This contract enables those sweepings to temporarily accumulate in 10 cubic yard dumpsters provided by the vendor at the specified locations, with vendors summoned for pick-up as often as necessary. Due to the variety and large quantity of debris within these sweepings, they cannot be disposed of via normal Waste Hauling services, necessitating the ongoing use of a Sweepings specific contract.

3. Does this extension change the scope of work? Yes No If yes, please detail below:

Original BidBuy Reference #: B- 53567

4. Provide justification for extending the original emergency contract:

The Toll Highway Authority has bid out a Joint Purchase with IDOT for the removal of Sweepings Debris (B-53219). Bidding is currently scheduled to close on 10/28/2026. This extension will provide for pickup in the interim while the vendor is awarded.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

This extension will allow for the removal of sweepings debris at all Tollway M-Sites, correcting the emergency condition until the new competitive bid contract is in place.

6. Explain why the need cannot be met through a competitive procurement process.

A Joint Purchase between the Toll Highway Authority and IDOT has nearly been completed.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: under evaluation

8. What is the effect of a denial of this extension request?

Loss of our ability to remove sweepings debris from our M-Sites, leading to additional accumulation. Due to the variety and large quantity of debris within these sweepings, they cannot be disposed of via normal waste-hauling services. Removal of these sweepings is a matter of safety for the Tollway, protecting motorists from debris being propelled by passing vehicles.
