About this file
This is an Asbestos and Lead Survey Report prepared by Advantage Environmental & Safety Services (AESS) for the United States Coast Guard Sector San Francisco facility located at 1 Yerba Buena Road, San Francisco, California. The survey was conducted on July 7, 2026, with results reported on August 4, 2026, and focused on identifying asbestos-containing materials (ACM) and lead-containing building materials in five designated buildings (Buildings 1, 24, 25, 26, and 27).
The survey encompassed representative bulk sampling of suspect materials within restroom, locker, and office spaces. AESS collected thirty-eight bulk samples representing ninety-five individual material layers for Polarized Light Microscopy (PLM) asbestos analysis and eighteen bulk samples for lead analysis by flame atomic absorption spectroscopy. No asbestos was detected in any sample layer. Detectable lead was identified in only three of the eighteen lead samples—specifically white paint on drywall at locations in Building 26 (30.7 mg/kg), Building 25 (41.1 mg/kg), and Building 1 (28.0 mg/kg)—all concentrations falling below the federal regulatory definition of lead-based paint (≥0.50% by weight/≥5,000 mg/kg). The report includes complete laboratory analytical reports, chain-of-custody documentation, sample location diagrams, and personnel certifications. AESS recommendations note that personnel disturbing the three identified lead-containing painted surfaces should follow OSHA Lead in Construction Standard requirements, while debris from removal should be evaluated for appropriate hazardous waste disposal classification.

1.0 Executive Summary
Advantage Environmental & Safety Services (AESS) was retained to perform an asbestos- and lead-containing materials survey of designated interior areas at the United States Coast Guard (USCG) Sector San Francisco facility, located at 1 Yerba Buena Road, San Francisco, California 94130 (the “Site”). The survey was performed on July 7, 2026 by Matt Bailey, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, and
Alfred Myers, Lead Sampling Technician, of AESS, and consisted of representative bulk sampling of suspect asbestos-containing materials (ACM) and suspect lead-containing building materials within five buildings
(Buildings 1, 24, 25, 26, and 27) identified on the sample location diagrams provided as Figures 1 through 5
(Section 5.3).
Thirty-eight (38) bulk samples (representing 95 individual material layers) were collected and submitted for
Polarized Light Microscopy (PLM) analysis of asbestos content. No asbestos was detected in any sample layer submitted. Eighteen (18) bulk samples were collected and submitted for lead analysis by flame atomic absorption spectroscopy (EPA Method 7000B). Detectable lead was identified in three (3) of the eighteen samples — white paint on drywall at three separate locations — at concentrations of 30.7 mg/kg (0.00307% by weight, Sample 070726-CGYB-Pb5, Building 26), 41.1 mg/kg (0.00411% by weight, Sample 070726-CGYB-Pb9, Building 25), and 28.0 mg/kg (0.0028% by weight, Sample 070726-CGYB-Pb17, Building 1), all below the federal regulatory definition of lead-based paint (≥ 0.50% by weight / ≥ 5,000 mg/kg). No lead was detected above the laboratory reporting limit in the remaining fifteen samples.
A summary of findings and AESS recommendations is provided in Sections 5.0 and 6.0 of this report. Complete laboratory analytical reports, chain-of-custody documentation, and the sample location diagrams (Figures 1–5) are included as Appendices A and B, with applicable personnel certifications provided in Appendix C.
2.0 Introduction and Scope of Work
This report presents the results of a limited asbestos- and lead-containing materials survey conducted by AESS at the request of the United States Coast Guard in connection with planned maintenance, renovation, or abatement-related activities at Sector San Francisco. The purpose of the survey was to identify the presence and approximate concentration of asbestos and lead in designated suspect building materials so that appropriate handling, abatement, and disposal procedures can be planned prior to disturbance of those materials.
The scope of work performed by AESS included the following:
• A visual survey of designated interior spaces within Buildings 1, 24, 25, 26, and 27 to identify homogeneous areas of suspect asbestos-containing and lead-containing materials.
• Collection of thirty-eight (38) representative bulk samples of suspect ACM in general accordance with 40 CFR
Part 763 (AHERA) protocols.
• Collection of eighteen (18) representative bulk samples of suspect lead-containing materials (paint and ceramic tile/glaze).
• Submission of all samples under chain-of-custody to Schneider Laboratories Global, Inc. (Richmond, Virginia), an accredited analytical laboratory.
Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 3 of 34
• Preparation of sample location diagrams and this summary report of findings.
This survey was limited to the specific materials, locations, and areas identified by AESS field staff and shown on the sample location diagrams in Figures 1–5 (Section 5.3). AESS did not perform a comprehensive, building-wide hazardous materials survey. Refer to Section 7.0, Limitations, for additional information regarding the scope and applicability of this report.
3.0 Site Description
The Site is the USCG Sector San Francisco facility located at 1 Yerba Buena Road, San Francisco, California. The areas surveyed include restroom, locker, and office spaces within five separate buildings — Building 1 (locker building) and Buildings 24, 25, 26, and 27 (office/restroom buildings) — together with associated corridor space, as depicted in the sample location diagrams (Figures 1–5, Section 5.3). Suspect materials sampled included ceramic wall and floor tile with associated setting materials (grout, thin-set, mortar, and cement), painted drywall, texture and joint compound systems, FRP glue, window glazing, floor and concrete coatings, and plaster.
4.0 Survey Methodology
4.1 Asbestos Sampling and Analysis
Suspect ACM was identified by visual inspection and grouped into homogeneous areas based on material type, color, texture, and apparent date of installation. Representative bulk samples were collected from each homogeneous area using wetting techniques and dedicated sampling tools to minimize fiber release, double-bagged, labeled, and submitted under chain-of-custody to Schneider Laboratories Global, Inc. Samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part
763, Appendix E, Subpart E. Materials composed of multiple layers (e.g., tile / setting bed / grout, or drywall / joint compound / texture) were analyzed and reported by individual layer.
4.2 Lead Sampling and Analysis
Suspect lead-containing painted surfaces and ceramic tile/glaze were sampled by removing a representative bulk chip or section of material. Samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc. and analyzed for total lead content by flame atomic absorption spectroscopy in accordance with EPA
Method 7000B. Results are reported in milligrams of lead per kilogram of sample (mg/kg, equivalent to parts per million) and as percent lead by dry weight.

5.2 Lead Analytical Results
Eighteen bulk samples (Schneider Laboratories Order No. 696513) were submitted for total lead analysis.
Detectable lead was identified in three samples: 070726-CGYB-Pb5 (30.7 mg/kg, 0.00307% by weight; white paint on drywall, Building 26), 070726-CGYB-Pb9 (41.1 mg/kg, 0.00411% by weight; white paint on drywall, Building 25), and 070726-CGYB-Pb17 (28.0 mg/kg, 0.0028% by weight; white paint on drywall, Building 1). All three concentrations are below the current federal regulatory threshold defining lead-based paint (0.50% by weight / 5,000 mg/kg) but confirm the presence of lead in these painted surfaces. No lead was detected above the laboratory reporting limit in the remaining fifteen samples. Results are summarized in Table 2; the complete laboratory report is included as Appendix B.

6.0 Conclusions and Recommendations
6.1 Asbestos
No asbestos-containing material was identified in any of the thirty-eight samples (95 layers) collected within the areas surveyed. No special handling, abatement, or notification requirements under 40 CFR Part 61 (NESHAP), 40
CFR Part 763 (AHERA), or applicable Cal/OSHA asbestos regulations are triggered for the sampled materials in the sampled locations based on these results.
This finding applies only to the specific materials and locations sampled. Per the note on each sample location diagram (Figures 1–5), any suspect material encountered outside the scope of this survey that is not represented by a collected sample should be presumed to contain asbestos or should be sampled and analyzed prior to disturbance.
6.2 Lead
Detectable lead was confirmed in white paint on drywall at three locations: Building 26 (Sample 070726-CGYB-
Pb5, 0.00307% by weight), Building 25 (Sample 070726-CGYB-Pb9, 0.00411% by weight), and Building 1 (Sample
070726-CGYB-Pb17, 0.0028% by weight). Although these concentrations fall below the federal regulatory definition of “lead-based paint,” they confirm lead is present in the painted drywall at these three locations.
AESS recommends the following:
• Personnel performing demolition, sanding, cutting, or removal of painted drywall at the 070726-CGYB-Pb5, 070726-CGYB-Pb9, and 070726-CGYB-Pb17 sample locations should be made aware that the material contains lead and should follow applicable OSHA Lead in Construction Standard (29 CFR 1926.62) requirements, including exposure assessment as warranted by the specific task and controls performed.
• Debris and waste generated from removal of the lead-containing painted drywall should be evaluated for appropriate disposal classification (e.g., TCLP or total threshold limit concentration [TTLC] waste characterization) prior to disposal, consistent with California hazardous waste regulations.
• The remaining fifteen sampled materials (ceramic wall and floor tile and additional painted drywall locations) did not contain lead above the laboratory reporting limit and are not subject to lead-specific handling requirements based on these results.
• As with asbestos, any suspect painted or glazed material outside the scope of this survey should be presumed to contain lead or should be sampled prior to disturbance.
7.0 Report Limitations
This report has been prepared for the exclusive use of the United States Coast Guard for the specific Site, scope, and purpose described herein. The findings and conclusions are based on conditions observed and materials sampled at the time of the July 7, 2026 field survey and on the analytical results provided by Schneider
Laboratories Global, Inc. AESS did not sample every material or every location within the facility; materials of similar appearance located in inaccessible or concealed areas were not inspected. Actual conditions may vary
