This is a Request for Sealed Proposal issued by Coastal Plains High School in Brunswick, Georgia, for a full-service Curricular Software Platform/Learning Management System (LMS) implementation. Sealed proposals must be received by 3:00 p.m. EST on April 2, 2026, submitted either in a sealed opaque envelope or via password-protected digital file to Amy Bradley, Director of Technology. The initial contract term runs from July 1, 2026, through June 30, 2027, with an option for renewal for up to four additional one-year terms by mutual written agreement of both parties.

Proposers must submit itemized cost proposals identifying all costs as either one-time or annual recurring expenses, with complete cost information required for proper evaluation. The evaluation process awards 40 points for technical merit (including 25 points for qualifications and experience and 15 points for interview performance) and 60 points for cost, with award decisions based on the highest-scoring responsive and responsible proposal rather than necessarily the lowest cost. Proposers must provide evidence of a valid Georgia Occupational Tax Certificate or Certificate of Authority, a notarized GSIC compliance affidavit, proof of suspension and debarment clearance, business litigation disclosures, key employee information, and references from similar projects completed within the last three years. Insurance requirements include workers' compensation, comprehensive general liability with minimum limits of $1,000,000 per occurrence, and naming Coastal Plains High School as an additional insured. The proposal is subject to Georgia Open Records Act provisions, and funding approval remains contingent on the Coastal Plains High School Governance Board of Education's authorization.
