About this file
This is Amendment #2 to Invitation for Bid (IFB) #26-063/KM issued by the Palm Beach County Procurement Department for Lime Sludge Services under a term contract. The amendment, dated June 29, 2026, modifies key requirements and clarifies bidding procedures for waste removal services. The submission deadline for bid responses is July 17, 2026, at 4:00 p.m. Palm Beach County local time, with bids to be submitted to the Procurement Department at 240 South Military Trail, West Palm Beach, Florida 33415-3199. The successful bidder will be responsible for providing all equipment and authorized operators required to load lime sludge onto the bidder's supplied trucks, with equipment permitted to remain onsite throughout the contract period but must be fully removed within ten calendar days after the contract term ends.
The amendment clarifies the yardage measurement methodology, establishing that the Palm Beach County Water Utilities Department will direct sludge removal and count the number of bucket loads using a bucket loader with specified struck or heaped capacity. Before each hauling event, the successful bidder and PBC WUD Plant Superintendent will agree on the loading method and bucket size, with documentation required at the time of loading. The successful bidder bears responsibility for compliance with FDEP guidance regarding approved dump sites and must provide monthly statements including all individual trip ticket information to ensure proper payment alignment with PBC WUD's record-keeping system. The amendment explicitly rejects pricing by the ton, confirming that the cubic yardage bucket count method is the sole acceptable measurement and payment approach for this contract.

TITLE: LIME SLUDGE SERVICES, TERM CONTRACT
SUBMISSION DATE: JULY 17, 2026
REFERENCE PAGE 2, FIRST PARAGRAPH, CHANGE TO READ:
All bid responses must be received on or before JULY 17, 2026, no later than 4:00 p.m., Palm Beach County local time. PALM BEACH COUNTY PROCUREMENT DEPARTMENT, **** We have temporarily moved to 240 S Military Trail, West Palm Beach, FL 33415 ****,SUBMIT BID TO: Palm Beach County Procurement Department, 240 South Military Trail, West Palm Beach, FL 33415-3199. Bid Responses received after this time shall not be considered.
REFERENCE PAGE 21, SUCCESSFUL BIDDER’S RESPONSIBILITIES, CHANGE #5 TO READ:
5. Provide all equipment and authorized operator required to load lime sludge onto the bidder’s supplied truck.
Bidder’s equipment can remain onsite for the duration of the contract period. Bidder shall fully remove all equipment within ten (10) calendar days after end date of contract term.
Question 1.: How will yardage be determined? Will PBC measure each truck separately and have someone assure it’s fully loaded or will they measure and count the buckets that go into each truck or pre-determine and designate a specific size for Tri-Axle trunks and tractor trailers?
Answer 1.: The loader operator (referred to as "Successful Bidder") will load the Successful Bidder's truck using a bucket loader that has a specified struck or heaped capacity. Palm Beach County Water Utilities Department (PBC WUD) will direct the removal of sludge from the site and will keep count of how many buckets are loaded into the Successful Bidder's truck or trailer. Before each hauling event begins, the Successful Bidder and PBC WUD Plant Superintendent will agree on the method of loading (struck or heaped) and the bucket size. Documentation of the bucket size will be required at the time of loading. It is the Successful Bidder's responsibility to ensure that the truck or trailer is filled properly.
Loader Bucket Count Method (Most Common)
Example:
• Loader bucket capacity = 3.0 cubic yards
• Truck loaded with 8 buckets
Calculation:
• 8 buckets × 3.0 CY = 24 cubic yards http://www.pbcgov.org/procurement
Question 2.: How will PBC monitor the “approved dump site”, will someone verify the location it goes to? Will they refer to the report requested every 30 days or refer to the load ticket addresses? If an approved site is required, who from PBC is assuring that this is happening and taking place? What documentation is required upon bid submittal to show the disposal site is approved?
Answer 2.: It is the Successful Bidder's responsibility to comply with the FDEP guidance memo referenced in the solicitation. All information from the individual trip tickets must be included in the monthly statement to ensure proper payment is made to the vendor and to align with the PBC WUD's record-keeping system. Palm Beach County (PBC) will not monitor or verify the approved dump sites, as this responsibility lies with the Successful Bidder, as outlined in item 3. of Successful Bidder’s Responsibilities.
There are several local companies that transport lime sludge, enabling PBC WUD to respond quickly to any complaints related to lime sludge.
Question 3.: Lastly, will PBC accept an additional bid for price by the ton? This is the only true way to ensure that the county gets exactly what they pay for, any other way is guessing. How can PBC measure the exact amount being hauled without weighing the trucks coming in and out?
Answer 3.: No. See Answer 1.
This amendment shall be signed and returned with your response. Failure to return with response may result in rejection of your bid.
