About this file

This Request for Proposals is issued by Pierce County Schools, located in Georgia, to solicit proposals for replacing video recorder systems across five schools in the district. The project requires vendors to supply, install, and configure new exacqVision video recorders at Blackshear Elementary, Midway Elementary, Patterson Elementary, Pierce County Middle School, and Pierce County High School. Specific recorder models are designated for each school, with memory upgrade options available for two elementary schools. The vendor must also transfer existing cameras, licenses, users, maps, and views from legacy systems to the new recorders, and migrate Kantech EntraPass Corporate Edition access control settings from the high school recorder to individual school recorders. Proposals must be submitted in a sealed envelope marked "VIDEO RECORDER PROJECT" no later than March 4, 2026. A bid questions deadline of February 25, 2026, at 12:00 p.m. is established for vendor clarifications. The bid will be awarded on March 9, 2026, with a project completion deadline of June 30, 2026. Installation may commence upon purchase order issuance and must be scheduled in advance with the Technology Director; work causing access control downtime must occur after 3:30 p.m. or on school closure dates, including April 6-10, May 25, and all Fridays in June 2026.

Award determination is based on a weighted scoring formula: Cost of Services comprises 50 percent of the evaluation, Technical Components and Compatibility comprises 45 percent, and Georgia K-12 References and Previous Experience comprises 5 percent. The lowest-priced vendor meeting specifications receives the maximum 50 cost points, with other vendors receiving proportional points based on their price proximity to the lowest bid. Vendors must provide three references preferably from Georgia school districts, including organization names, project manager contact information, and scope descriptions. Proposals must include line item pricing with five-year cost projections for recurring expenses such as licenses or support, with separate totals per school and for all schools combined. Pierce County Schools reserves the right to reject any or all proposals and will make the final award determination based on the solution deemed most in the district's best interest. All vendor inquiries should be directed to David Pittman, Technology Director, with answers and clarifications posted as addenda to the district website.

Kantech Access Control Kantech EntraPass Corporate Edition access control system is installed on one of the high school video recorders, PCHS-NVR-01. That server is currently used to manage access control for doors at all five schools. The list of doors and Kantech users can be found in the file “26-02 Access Control Door List.xlsx”. The school system intends to migrate the access control settings for each school to the video recorder located at that school in order to segment management.

Scheduling Installation may begin once a purchase order (PO) has been issued. Work may be performed at any time, including days when schools are closed. All work must be scheduled in advance with David Pittman. Any work that will cause downtime for access control should be done after 3:30 p.m. or on days that schools are closed. The schools will be closed on the following dates:

Experience and References Vendors should provide three references, preferably from Georgia school districts. The name of the organization, project manager contact information, and general scope of services provided should be stated for each reference.

Proposal Information Please include line item pricing in the proposal. Proposals should include pricing for any recurring costs, such as licenses or support, for a five-year period, if applicable. Please provide a total cost per school and the total price for all schools. The last page of this RFP provides a form for providing the total proposal cost.

Bid Award Process The weighted factors contributing to the award are as follows:

Weighted Factor Breakdown:

FACTOR WEIGHT

Cost of Services 50 Technical Components & Compatibility 45 Georgia K12 References & Previous Experience 5

TOTAL 100

Point Award Process Points awarded for Cost of Services will not be subjective but will be based on a fixed formula. The formula for awarding points for the factor of cost will be:

Dollar amount of lowest priced vendor = LPV Dollar amount of other responding vendor = RV Each vendor’s Cost of Services points awarded = 50 * LPV / RV

Therefore, the lowest priced vendor that meets specifications will be awarded 50 points for the Cost of Services factor. All other vendors will be awarded points based on their proximity in price to the lowest priced vendor. Example: A vendor with a bid twice as expensive as the lowest priced vendor will mathematically receive 25 points.

The judge(s) will weigh all factors other than Cost of Services on a five-point scale, up to the maximum points available in each weighted factor. Example: for “Technical Components & Compatibility”, judge(s) will award either: 0, 5, 10, 15, ... or the maximum 45 points.

Award or Rejection of Vendor Proposals The final award will be made to the vendor offering the solution deemed to be in the best interest of PCS. PCS will be the sole judge in making such determination. PCS reserves the right to reject any or all proposals. Although cost is the primary evaluation factor, it will not be the sole factor considered.

The decision as to the acceptance of any proposal is final.
