About this file

This file contains technical specifications for a Digital Frequency Stability and Phase Noise Analyzer required by the National Institute of Standards and Technology (NIST) under solicitation number NB688000-26-01167. The NIST Acquisition Management Division, Team E-Boulder issued this requirement as a Request for Quotation (RFQ) set aside exclusively for small businesses. The analyzer must support carrier frequencies from 2 MHz to at least 400 MHz for both Device Under Test and Reference inputs, with RF input levels ranging from -10 dBm or lower to +20 dBm or higher, and 50-ohm nominal input impedance.

The equipment must feature a Digital Phase Noise Extraction engine capable of measuring without a Phase Locked Loop and support non-harmonic reference capability, allowing the DUT and reference to operate at different frequencies without external hardware. The analyzer must provide phase noise sensitivity with minimum offset analysis from 1 mHz to 1 MHz or higher, and achieve residual phase noise floors at 100 MHz carrier of -121 dBc/Hz at 1 Hz offset, -178 dBc/Hz at 10 kHz offset, and -194 dBc/Hz at 10 MHz offset. The "Full" version must include integrated ultra-low noise internal reference oscillators (OCXOs) for autonomous operation, spurious detection capability, and inherent computation of Allan Variance, Overlapped Allan Variance, Hadamard Variance, and Overlapped Hadamard Variance. The unit must be a benchtop chassis with maximum 4U height compatible with 19-inch racks and include a Gigabit Ethernet interface for remote control and data transfer. Residual Allan Deviation specifications require less than 7E-14 at 1 second tau and less than 5E-16 at 1000 second tau for the 5 MHz to 400 MHz range.

Technical Specifications for Digital Frequency Stability and Phase Noise Analyzer

1. Frequency Range: Must support carrier frequency from 2 MHz to at least 400 MHz for both the Device Under Test (DUT) and Reference inputs.

2. RF Input Level: Lower Bound: -10 dBm or lower, Upper Bound: +20 dBm or higher.

3. Input impedance: 50 ohms nominal.

4. Measurement Architecture:

· Requires a Digital Phase Noise Extraction engine that can measure without a Phase Locked Loop (PLL).

· Must support Non-Harmonic Reference, allowing the DUT and reference to be at different nominal frequencies (e.g., 10 MHz reference vs. 100 MHz DUT) without external hardware.

· Includes a continuous cross-correlation engine with user-definable averages up to 1 million or more to improve the noise floor.

5. Phase Noise Performance (Sensitivity):

· Minimum offset analysis range from 1 mHz to 1 MHz or higher.

· Residual Phase Noise Floor at a 100 MHz Carrier must meet or exceed:

· -121 dBc/Hz at 1 Hz offset.

· -178 dBc/Hz at 10 kHz offset.

· -194 dBc/Hz at 10 MHz offset.

6. Frequency Stability & Metrology:

· Must inherently compute Allan Variance (ADEV), Overlapped Allan Variance, Hadamard Variance (HDEV), and Overlapped Hadamard Variance.

· Residual Allan Deviation (5MHz to 400 MHz) must be less than 7E-14 (@Tau = 1 sec) and less than 5E-16 (@tau = 1000sec)

7. Features and Portability:

· The "Full" version must include integrated ultra-low noise internal reference oscillators (OCXOs) for autonomous operation.

· Spurious detection capability.

· Requires a Gigabit Ethernet (RJ-45) interface for remote control and data transfer.

· The unit should be a Benchtop chassis, maximum 4U height (19-inch rack compatible).
