About this file

This document is an RFP responses file detailing responses to questions regarding a County transportation service contract. The County operates fixed route bus service and paratransit services with operations centered at the MMTC (Mobility Management Transportation Center). Fixed route service operates Monday through Friday from 6:00 AM to 7:57 PM and Saturday from 7:00 AM to 7:57 PM, with no service on six federal holidays. The service utilizes a fleet of 14 fixed route vehicles, including 4 designated spares consisting of 2019 StarTrans buses in good condition and 2025 StarCraft buses in excellent condition, with mileage ranging from 7,205 to 190,123 miles. The current staffing structure includes 53 full-time equivalent positions distributed across management, operations, dispatch, and driving roles, with 27 full-time and 23 part-time operators. Multiple fixed routes operate with varying schedules and deadhead times, with paratransit deadhead typically under 75 miles daily.

The County's transportation service has experienced increasing claims frequency, rising from 1 claim in 2022 to 8 claims in 2025, with accident data showing 15 accidents in 2025, 13 in 2024, and 4 in 2023. On-time performance declined slightly from 89% in 2024 to 87% in 2025. The call center handles approximately 1,238 total trips monthly, with primary trip generators being dialysis (308 trips), medical (276 trips), and personal services, followed by employment-related trips. Call center volume metrics from October through December indicate average call answer speeds of six seconds and average call duration of approximately 1.5 minutes, with missed call rates ranging from 26 to 37 monthly. The County operates with a $5,000 deductible limit per incident and has not previously assessed liquidated damages, though these will be negotiated in the resulting contract. Wage rates, benefits, turnover policies, and related employment information are managed and controlled by the third-party operator.

Fixed route buses generate very little deadhead. All routes begin and end at the MMTC.

Buses travel to the County Fleet department for repair, fuel and PM’s as needed and that is less than one from the MMTC. Paratransit deadhead varies per day but is typically less than 75 miles per day.
