About this file

This Addendum No. 1 is a Questions and Answers document for Project 26-002 Landscaping Services issued by the City of Flowery Branch on November 6, 2025. The project encompasses landscaping maintenance and enhancement services at multiple city locations including City Hall, Police Department, Amphitheater, Main Street, Train Depot, Pavilion, and Roundabout. Services requested include mowing, edging, weed eating, tree and shrub pruning, debris blowing, weed control, scalping, winter cut backs, leaf cleanup, trash removal, and various installation services including pine straw, mulch, sod, and floral décor. Irrigation maintenance is limited to repairs caused by damage only, with no obligation for system failure repairs. The City Hall and Police Department have ten irrigation zones, while the Amphitheater controls fifteen zones serving multiple downtown locations. The roundabout installation has been completed at a cost of $12,632.00. Services are to be provided on a weekly basis with an anticipated contract start date in January 2026. A mandatory pre-bid meeting was held on October 21, 2025.

Pricing information indicates the City paid $57.20 per cubic yard for mulch, with $1,652.00 each for spring and fall seasonal flower installations. Fiscal Year 2025 maintenance costs totaled $35,114.96 and enhancement costs totaled $30,326.25. Current service providers include Twin Brothers Landscape, Turf Mark, and Tri-Scapes. Tri-Scapes holds a contract through August 7, 2025 at $1 per month, while Twin Brothers Landscape's contract runs from May 12, 2023 to May 12, 2024 at $875.00 monthly with automatic renewal. No bid bond is required if the total proposal does not exceed $250,000.00 per O.C.G.A. 36-91-50. Twin Brothers Landscape has a Right of First Refusal agreement with the City and may match any competing bid. The document clarifies that specific square footage, exact treatment application counts, and service frequency details remain unknown, requiring bidder assumptions for proposal preparation.
