About this file
This document is an Amendment #1 file for the Illinois Department of Corrections (IDOC) Southwestern Illinois Correctional Center (SWICC) Boiler Retube project, Bid #24-426DOC-SWICC-B-46955. The project involves a complete retube of an inoperable Burnham boiler located in the Administration Building, with a mandatory pre-submission site visit scheduled for March 24, 2025, at 8:00am. The agency seeks a vendor to open the boiler, remove old tubes, and replace them with new tubes, noting that the current boiler is experiencing faulty operational codes and has been non-functional for an extended period. Bids are due via BidBuy by April 1, 2025, at 10:00am CST, with the contract term running from execution through June 30, 2025, and a requirement for project completion within 30 days of contract execution.
The procurement requires vendors to be licensed by the Division of Boiler and Pressure Vessel Safety and possess an "R Stamp" for repair work. Vendors must comply with 33 standard certification requirements, including criminal background checks, tax compliance, and workplace standards. The contract mandates comprehensive insurance coverage and adherence to prevailing wage standards, with potential sanctions for non-compliance. While specific pricing details are not provided, the project will be funded through standard state procurement processes. No specific set-aside designations for minority or disadvantaged business enterprises were indicated, and no incumbent vendor information was disclosed. The vendor must follow comprehensive repair specifications, replace necessary gaskets, and comply with State Fire Marshall standards while navigating the security protocols of a correctional facility.

IDOC – Southwestern Illinois Correctional Center Boiler Retube in Administration Building Bid # 24-426DOC-SWICC-B-46955 Amendment #1 Response to Vendor’s Questions
Below is the response to the questions that Southwestern IL Correctional Center has received during the non-mandatory pre-submission site visit on March 24, 2025, at 8:00am:
1. Is this a retube or repair?
Agency Response: Retube. Would like vendor to open the boiler, take old tubes out, and replace with new tubes. The Chief Engineer unfortunately, has never seen the inside of the boiler, so it is hard to tell if all the tubes are needing replaced. When trying to turn the boiler on, it gives faulty codes and needs to be restarted. It has been inoperable for a very long time, so we are just assuming all tubes need to be replaced.
