About this file

This Scope of Work (SOW) Exhibit A document outlines janitorial service requirements for Building 420 at the Joint Forces Headquarters (JFHQ) of the South Dakota Army National Guard (SDARNG) located in Rapid City, South Dakota under RFP #25RFP18621. The contractor shall provide all necessary personnel, equipment, tools, materials, and supervision to maintain the facility in a clean, healthy, and safe condition. Cleaning services are required for multiple areas including entrances, lobbies, corridors, stairwells, restrooms, locker rooms, showers, assembly/drill floors, and physical fitness areas. The work schedule allows contractor flexibility to perform services outside regular business hours (Monday through Friday, 6:30 a.m. to 5:00 p.m.) so long as operations do not interrupt SDARNG activities, with facilities to be cleaned after each working day Tuesday through Thursday. The contractor must submit itemized monthly invoices based on an agreed-upon monthly bid rate that encompasses all services, labor, equipment, and supplies with no additional compensation permitted.

The SOW specifies stringent material and operational requirements including the use of environmentally safe, biodegradable, low-VOC cleaning products compliant with Green Seal standards GS-37 and GS-40, and vacuum equipment meeting specific performance standards including 12-amp motors, 85-inch suction, and 100 CFM airflow capable of removing 99.97 percent of particles down to one micron. All contractor personnel must pass security clearance with proximity card access to the facility, with the contractor responsible for card costs and replacement fees. The contractor is responsible for any property damage and must correct performance deficiencies within 24 hours or face potential contract cancellation. Cleaning frequencies vary by area, ranging from daily tasks such as emptying waste receptacles and disinfecting high-touch surfaces to weekly deep cleaning, monthly maintenance, and annual floor refinishing and window cleaning during specified months.
