About this file
The document is a Coefficient Schedule for multiple locations in the Kingdom of Bahrain and United Arab Emirates, associated with the Department of the Navy Naval Facilities Engineering Command's solicitation N3319125R0004 for a Joint Operations Contract (JOC). The schedule outlines subcontract line item numbers (SLINs) for various work categories, including pre-priced (RS Means) and non-pre-priced items for material, equipment, labor, self-performance, and competitive quotes at specific sites such as NSA Bahrain, Bahrain International Airport, Sheik Isa Air Base, Jebel Ali, Fujairah, and Al Minhad.
Key notes specify that the offeror must provide proposed coefficients for SLINs 0001-0012, with each coefficient not exceeding two decimal places. The total evaluated price is for valuation purposes only, and the actual work distribution may differ significantly. The coefficients will remain in effect throughout the contract's life, including all option periods, and multiple awards will not be made. The completed Coefficient Schedule is to be submitted with the price proposal and will become part of the contract award.

NOTES:
(1) The Offeror is to provide Proposed Coefficients for Subcontract Line Item Numbers
(SLIN) 0001 through 0012, calculate the Estimated Amounts and provide a Total Evaluated Price.
(2) The completed Coefficient Schedule is to be subjected with the price Proposal and will become a part of the contract award.
(3) The total evaluated price estimated for SLINS 0001 through 0012 is for price valuation purposes only. The actual distribution of work may differ significantly from that shown.
Therefore, the Offeror should ensure that the coefficient properly reflects its cost for each category.
(4) Coefficients are not to exceed more than two places to the right of the decimal.
(5) In the event there is a difference between the Proposed Coefficient and the extended Estimated Amount, the Proposed Coefficient will be held to be the intended proposal and the total of the SLIN will be recomputed accordingly. If the Offeror provides a total amount for a SLIN but fails to enter the Proposed Coefficient, the total Estimated Amount divided by Value of Work (Estimate) will be held to be the intended Proposed Coefficient.
(6) All coefficients will remain in effect throughout the life of the contract including all option periods.
(7) Multiple awards will not be made.
