About this file

This document is a Quality Assurance Surveillance Plan (QASP) for Protection Program Support Services for Headquarters Marine Corps (HQMC), Plans, Policies and Operations (PP&O), Operations Division, Protection Branch. The QASP establishes a framework for assessing contractor performance, with the Contracting Officer's Representative (COR) serving as the primary technical oversight authority responsible for monitoring contract compliance.

The surveillance plan outlines five key monitoring methods: demonstration, 100% inspection, random sampling, periodic/planned inspection, and customer feedback. Performance requirements are detailed across several critical areas including timeliness of deliverables (95% on-time submission), accuracy of deliverables (no more than 3 content errors), program management support, responsiveness to taskings (95% response rate), and staffing maintenance. Performance will be evaluated through methods like COR tracking, reviews, and demonstrations, with potential consequences including CPARS ratings adjustments and potential invoice modifications for non-compliance.
