About this file

This document is a Questions and Answers (Q&A) file for a Department of the Air Force Space Command solicitation (FA252125QB083A) for an Air Compressor System installation. The contract is a firm-fixed-price services contract for furnishing, delivering, and installing a compressed air system in a hangar, with specific technical requirements including compliance with UFC 3-410-01 and UFC 4-211-01 standards. Key technical specifications include explosion-proof components not being needed, no remote monitoring required, electrical connections to be made by the compressor installer, and breathing air testing mandatory.

The solicitation requires contractor personnel to have Real ID, with non-US citizens requiring extended approval. Subcontractors can be selected by the prime contractor per FAR 52.219-8, and must meet base access requirements. Installation is expected to begin immediately after contract award, with potential for phased installation if specified in the RFQ. Contractors must submit equipment submittals with their quote, use approved materials, provide redline drawings, and participate in safety/construction meetings. Additional requirements include using Made in USA equipment, creating 3000 PSI concrete pads with wire mesh, and coordinating with the current building contractor and US Army Corps of Engineers for structural modifications.

1. How many drop points, manifolds, or hose reels are needed are needed in the compressed air room? Or if any?

1. No drops will be needed in the compressor room

1. Are fire suppression or explosion-proof electrical components required?

2. Explosion-proof components will not be needed in the compressor room.

Code & Safety Compliance

1. Must the system meet UFC 3-410-01 (Compressed Air Systems) and UFC 4-211-01 (Aircraft Maintenance Hangars)?

0. Yes

1. Is arc flash labeling and panel coordination part of the install scope?

1. This should already be done by the main building contractor.

1. Are there environmental monitoring requirements (for leaks, VOCs, pressure drops)?

2. CE will not be monitoring this. No remote monitoring is needed.

1. Specific testing requirements after installation of equipment?

3. Testing of the breathing air is a requirement Power, Controls & Integration

1. Who lands the final power to the compressors?

0. The HITT building contractor will provide the disconnect box on the wall

0. The compressor installer will make final Electrical connections to the box, to include flexible conduit.

1. Is BAS or SCADA integration required? What communication protocol is used (BACnet/IP, Modbus, LonWorks)?

1. No

1. Is remote monitoring, alarming, or duty-cycling required for the compressor system?

2. Remote monitoring is not required but monitoring capability on the equipment should be enabled.

1. Are there energy efficiency standards or monitoring protocols (e.g., LEED, DoD energy mandates)?

3. No

1. Termination points on the unit or not?

4. Not sure what the question is referring to, please restate.

1. Is there a need for emergency power to supply the equipment? I.E. is there a generator on site?

5. No backup generator is planned for this facility Logistics, Security, & Coordination

1. What are the access control requirements for this hangar (escort needed, security clearance) for all workers?

0. Must have a real ID. Non-US citizens require an extended approval timeline.

1. List of approved sub-contractors for this project?

1. If the Prime Contractor engages a subcontractor, they may select one of their choosing in accordance with the clauses and provisions outlined in the RFQ — specifically FAR 52.219-8, Utilization of Small Business Concerns. The Prime Contractor will remain fully responsible for all work performed by the subcontractor.
