About this file

This Limited Sources Justification and Approval (J&A) document details a sole-source procurement by the Department of the Air Force's 92d Contracting Squadron at Fairchild AFB, Washington. The acquisition is for two web-based software systems - Fuels Transaction Program Management (FTPM) and Fuels In-flight Program Management (FIPM) - from Infinite Technologies Inc. to manage the Air Force's Aviation Fuel Program, specifically for AIR Card and DOD fuel purchase reconciliation and in-flight refuel management.

The J&A justifies the sole-source award based on the software's unique capabilities, including specialized design and integration with CAFDex, which ensures optimal functionality and compliance with military security standards. Market research conducted included an SBA small business search, direct vendor inquiries, and a Sources Sought notice, all of which confirmed Infinite Technologies Inc. as the only vendor capable of meeting the requirement. The software will be purchased through GSA Schedule contract 47QTCA23D00DB, with pricing deemed fair and reasonable based on previous contract awards at other Air Force bases. The total contract value is not explicitly stated in the document.

I. Contracting Activity.

Department of the Air Force, 92d Contracting Squadron, Fairchild AFB WA

II. Nature and/or description of the action being processed.

92d Operations Group has a requirement to purchase two web-based programs to manage its Aviation Fuel Program to include AIR Card and DOD fuel purchase reconciliation and in-flight refuel management.

III. Description of supplies/services required to meet agency needs.

92 OSS/WRDCO has a requirement for an AVPOL Fuel Management System with Offload Accounting capabilities for use at Fairchild AFB, WA. The requirement specifies a web-based platform for boom operators to submit in-flight refueling data remotely and manage the DD Form 791 transaction process, ensuring compliance with DoD standards and security protocols. Two software systems have been identified as capable of satisfying this requirement. These systems are the Fuels Transaction Program Management (FTPM) to manage commercial and DOD fuel purchases for home station aircraft, and the Fuels In-flight Program Management (FIPM) to manage in-flight refuel transactions to receiver aircraft.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

Currently, due to their specialized design and integration with CAFDex, the FTPM and FIPM software systems are the only available software systems offering a fully integrated solution that ensures optimal functionality and compliance with military security standards. No other systems can provide this level of integration with CAFDex, nor can they meet the established security, operational, and interoperability requirements necessary for this program. These systems are proprietary to Infinite Technologies Inc. and are only available for purchase from Infinite Technologies Inc. As a result, Infinite Technologies Inc. is the only source capable of satisfying this requirement. The required software is available through Infinite Technologies Inc.'s GSA Schedule contract 47QTCA23D00DB. This requirement will be satisfied via an order placed under a Federal Supply Scheduled and the justification of limiting sources is IAW FAR 8.405-6(a)(1)(i)(B) "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized".

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Infinite Technologies, Inc. software systems are available under GSA Contract No. 47QTCA23D00DB, a competitively priced MAS. Pricing for these products are already outlined on their price list, and other bases have awarded contracts by the same means as quoted to FAFB. The price provided as a result of this RFQ will be able to be determined fair and reasonable based on a comparison of the proposed price with prices found reasonable on previous purchases.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

A SBA small business dynamic search was conducted applying the NAICS code 513210 (Software Publishers) and the keyword "fuel" this search yielded 7 results however the capabilities narratives for these vendors did not

April 2021 Page 4 of 5 indicate a capability to satisfy the current requirement.

Online market research identified three commercial fuel tracking software companies with the possible capability of satisfying this requirement, these vendors were contacted directly about their interest/capability of satisfying this requirement. One vendor, provided a capabilities statement that indicated they provide similar software, however this software is not currently approved for use on a .mil network and it does not possess the necessary integration with existing government systems to function in the manner required to satisfy this requirement. A second vendor, did not respond the government's inquiry. The third vendor, Infinite Technologies Inc., responded that they were interested and capable, this respondent is also the vendor our mission partner identified as the only vendor with software currently approved for use and possessive of the necessary integration with existing government systems to function in the manner required to satisfy this requirement.

A Sources Sought was also posted to SAM.gov from February 13, 2025 to February 20, 2025 to find any additional sources, one other vendor responded that they were interested, but an inquiry into their business indicated that they do not traditionally operate in the field of software so it is unlikely they would have the capabilities to meet the requirement.

VII. Other facts supporting the justification.

There is a recent history of sole source awards being made for this requirement by the Air Force. FTPM and FIPM systems have been awarded as a sole source to Infinite Technologies at multiple other bases, to include Lackland AFB's 502 CONS(FA301619PA254), Joint Base Hickam-Pearl Harbor 766 ESS (FA521524F0003), and Offutt AFB 55

CONS (FA460023P0046).

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

However the systems and software being used by the Air Force are continually changing and evolving, 92 CONS will continue to monitor integration and compatibility requirement prior to the purchase of future similar software requirements.
