PERFORMANCE WORK STATEMENT/STATEMENT OF WORK
NCTS SICILY
EMERGENCY GENERATOR #5 OUTPUT CIRCUIT BREAKER REPAIR
1.0 INTRODUCTION: NCTS Sicily executes continuous operations to ensure access and superiority within the electromagnetic (EM) and cyberspace domains for U.S, NATO, and coalition forces operating in the U.S. European Command (EUCOM), U.S. Africa Command (AFRICOM), and U.S. Central Command (CENTCOM) areas of responsibility.
2.0 BACKGROUND: Commander, Navy Information Forces (COMNAVIFOR) has ultimate ownership of standalone non-structural mission support equipment, which can include generators; UPS Systems; heating, ventilation and air conditioning (HVAC) and other critical electrical and mechanical systems that support the COMNAVIFOR mission.
The services provided by the contractor are a requirement for continuous operation of the site providing backup power via emergency generator to NCTS Sicily mission.
3.0 SCOPE OF WORK:
3.1 This PWS defines the requirements for a contractor to diagnose and repair a non-functional 2500 amp Eaton/Cutler Hammer 3-pole circuit breaker (CB) connected to Generator #5 at Naval Computer and Telecommunications Station (NCTS) Sicily, NAS II Sigonella. The CB, located in Building 585, provides power to the Uninterruptible Power Supply (UPS), associated bypass circuits, and other critical circuits. The CB is currently non-functional and cannot be closed automatically or manually. It is believed to have faulty trip circuitry. The objective is to restore the CB to full operational capability with minimal disruption to NCTS Sicily operations, ideally within a single site visit.
3.1.1 Performance Objectives:
3.1.1.1 Diagnose the root cause of the circuit breaker failure.
3.1.1.2 Repair the circuit breaker to full operational functionality.
3.1.1.3 Verify the repair through bench testing and load testing.
3.1.1.4 Minimize downtime and disruption to NCTS Sicily operations.
3.1.2 The Contractor shall perform the following tasks:
3.1.2.1 Coordinate travel to NCTS Sicily (NAS II Sigonella) immediately upon contract award.
3.1.2.2 Thoroughly inspect and diagnose the 2500 amp Eaton/Cutler Hammer circuit breaker (Eaton Cutler-Hammer Magnum DS, MDSC253WEA Low Voltage Power CB, CAT# MDSC253WEA25MTCNAA6Y HNNAX) to determine the root cause of the failure.
3.1.2.3 Conduct necessary electrical tests and visual inspections to identify faulty components or wiring.
3.1.2.4 Based on initial assessment and prior to travel, the contractor shall procure and bring with them all parts reasonably anticipated to be needed to repair the circuit breaker during a single on-site visit. This requires a thorough understanding of potential failure modes for this type of breaker.
3.1.2.5 The contractor bears the risk of bringing the appropriate parts. Any delays or costs associated with needing additional parts after arrival are the contractor's responsibility, unless the issue is demonstrably beyond reasonable anticipation.
3.1.2.6 Repair or replace faulty components as necessary to restore the circuit breaker to full operational status.
3.1.2.7 Ensure all repairs meet or exceed original equipment manufacturer (OEM) specifications and industry best practices.
3.1.2.8 After repairs are completed, perform bench testing on the circuit breaker to verify proper operation of all functions, including trip settings, closing mechanisms, and control circuitry.
3.1.2.9 Coordinate with NCTS Sicily personnel to perform a load test of the repaired circuit breaker. The contractor shall provide technical guidance and support during the load test. NCTS Sicily will provide the necessary load and personnel to perform the test under the guidance of the contractor.
3.1.2.10 Monitor and record key electrical parameters during the load test to confirm the circuit breaker's ability to handle rated current and voltage.
