1.0 OBJECTIVE

Provide II Marine Expeditionary Force (MEF) Command Element (CE) Communication Strategy and Operations (COMMSTRAT) with a non-personnel services contract to provide media monitoring and social media management.

2.0 BACKGROUND

II Marine Expeditionary Force (MEF) Command Element (CE) Communication Strategy and Operations (COMMSTRAT) serves as the primary advisor to commanders and staffs on communication matters; develops and integrates communication plans; communicates with internal, domestic, and international audiences; and produces written and visual information products to build understanding, credibility, and trust with audiences critical to mission success. COMMSTRAT requires a tool capable of real-time media monitoring, in-depth audience and media analysis, and centralized management of social media accounts to more effectively communicate and measure the effects of engagement across the spectrum of media including but not limited to, print, broadcast, social media, radio and online publications.

3.0 SERVICES TO BE PERFORMED

3.1 II MEF CE COMMSTRAT users will work directly with contractor personnel to help setup account searches, create customized reports and newsfeed coding, and provide ongoing consulting and unlimited training and support via phone, website, and online chat for the agency’s user accounts for the entirety of the period of performance.

When personnel changes occur within II MEF CE or subordinate COMMSTRAT, new users will be provided full training and consulting, meaning existing II MEF CE staff will not need to use resources to train new personnel on the system. Additionally, general online support will be available 24/7 to address potential issues and concerns outside of normal business hours from 0800-1800 EST.

A. A minimum of 10 usernames and passwords, which will be able to be simultaneously logged in from various locations throughout the globe, 24 hours a day, 7 days a week.

B. Real-time print, broadcast, web-based, and social media monitoring and analysis within local, national, and international outlets and platforms. This is required to include Norwegian, German, Polish, Russian, Lithuanian, Spanish, Latvian, Estonian, Ukrainian and Chinese media (Some examples: TASS, Meduza, Moscow Times, China Daily or perhaps Xinhua) as well as applicable social media platforms such as Facebook, Twitter, Instagram, Snapchat and TikTok.

C. Translation capabilities (host language to English) for all outlets and platforms monitored, within one hour of being published.

D. Broadcast news clips from Designated Market Areas (DMA) networks and their local affiliates, independent stations, major cable stations, online news, and radio networks shall be available to download, save and have a unique link to the content daily and at a time period of no more than one (1) hour after being aired and or published. Digital print content shall be available from newspapers, magazines, blogs, press releases, newsletters, academic journals, trade journals, et al.

E. Unlimited access to published content hidden behind a pay wall or otherwise requiring a subscription to view.

A synopsis of the information is acceptable if the full article cannot be retrieved; however, a minimum of a 200-word synopsis or relevant paraphrase of the article or transcript must be made available with the mention of specific units, locations, dates, direct quotes, and link to II MEF, within one hour of being published.

F. Unlimited access to an easily searchable database of downloadable “as-aired” or published evidence of how II MEF COMMSTRAT products and interviews were used on the various media mentioned, within one hour of being published. Clips will be used to provide feedback and training to commanders on interview techniques and a comprehensive summary of media coverage to assess the attainment of communications objectives.

Additionally, the archived clips will be used as reference material to be used for internal communications products.

G. Full transcript text and unlimited transcripts of as-aired content clips are required, within one hour of being published.

H. Unlimited 24-hour social media monitoring, management, and engagement. Connect social media profiles (Twitter, Facebook, Instagram, LinkedIn, etc.) to schedule and publish content, generate engagement reports, gain insight into audience behavior patterns, identify top influencers, and/or report on social media engagement performance (likes, comments, retweets, video views, top engaged posts, etc.).

I. Unlimited daily ability to generate customizable reports based on keywords and timelines; information provided will include promotional value and media market research data, to include sentiment. Daily real-time email alerts shall be available in order to notify unit representatives to media activity and coverage relevant to commanders.
