About this file

This is a Cost Proposal Attachment (Attachment A) for Request for Proposal #25PSX0293 issued by a state agency for a Student Information System (SIS) SaaS implementation. The RFP requires proposers to submit comprehensive pricing across six implementation project phases: Initiation and Planning, Solution Design and Build, Data Migration and Testing, Training and Readiness, Acceptance and Go-Live, and Post Go-Live Implementation Support and Continuous Improvement. Contractors must provide the total duration in business days and not-to-exceed (NTE) costs for each phase, along with detailed deliverables for each phase with corresponding business day durations. The proposal template requires identification of all deliverables by phase and establishes that contractor invoicing occurs only upon successful completion and client agency acceptance of phase deliverables, with the total project price inclusive of all materials, software tools, and labor necessary to complete the Scope of Work.

The cost proposal includes four additional pricing components: Annual Subscription and Support Fees structured by SIS Package with year-one, year-two, and year-three NTE fees; Student Volume Discounts ranging from 1 to 49,999+ active students; Hosting and Operations Fees as a distinct annual line item separate from subscription services; Professional Service Fees with maximum hourly rates for up to fourteen position categories including Project Manager, Solution Architect, Integration Developer, Data Migration Lead, Application Support Lead, and other specialized roles; and Optional Fixed Fee Support Packages for discrete, optional services outside the base fee structure. All preventive and corrective maintenance, patches, updates, backups, disaster recovery, and incident response are included in the subscription and support fee at no additional cost. The proposal permits invoicing in twelve equal monthly installments or annually, with the first invoice due thirty days after the Go-Live Date, and establishes that student volume discounts apply prospectively based on the Census Date with no retroactive adjustments to prior invoiced periods.

B. Subscription and Support Fee

Request for Proposal #: 25PSX0293
Student Information System
Attachment A Cost Proposal
B. Subscription and Support Fee

Requirements: The annual subscription and support fee (the “Fee”) is a firm, NTE, all-inclusive charge for the subscription Services for the Client Agency selected module, add-on, pack, or edition (the "SIS Package"). The Fee includes all Associated Services. Hosting and operations are excluded from the Fee and will be billed by the Contractor as a distinct line item (the “Hosting & Operations Fee”). The student volume discount applies only to the Fee and does not apply to the Hosting & Operations Fee unless the Contract expressly states otherwise. All preventive and corrective maintenance, patches and Updates, backups, restorations, disaster recovery testing and execution, incident response and root cause analysis, data re-processing, and environment rebuilds are included in the Fee and Performed at no additional cost to the State or any Client Agency.

The Fee and the Hosting & Operations Fee may be invoiced in (a) twelve (12) equal monthly installments or (b) annually, as determined by the Client Agency and Contractor. The Contractor shall submit the first invoice thirty (30) days after the Go-Live Date for the initial month or year of Service. Thereafter, the Contractor shall submit invoices monthly or annually on a schedule determined by the Client Agency and Contractor. Any credits due pursuant to the Contract Exhibit C, Service Level and Maintenance and Support Agreement, shall be reflected as deductions on the next invoice. No minimum Fee applies to Client Agency.

The Contractor shall apply the student volume discount to the Fee portion of each invoice based on the number of Active Students as of the Census Date. The per-student tier and discount percentage determined on the Census Date governs pricing for the applicable Contract Year. If invoiced monthly, the discounted annual Fee shall be billed in twelve (12) equal installments; if invoiced annually, the discounted annual Fee shall be billed in a single invoice. Any change in Active Student count at the next Census Date will be applied prospectively for the next Contract Year, or next pricing period, as applicable, and will not result in retroactive adjustments for prior invoiced periods. The Contractor shall provide an auditable student-count report to Client Agency supporting each annual adjustment.

C. Professional Service Fees

Requirements: All Contractor personnel who interface with the Client Agency regarding the SIS shall be available between 8 a.m. and 5 p.m. Eastern Time ("ET") on Business Days for meetings, working sessions, and issue resolution. Maximum hourly rates listed on this rate card are firm, NTE, and fully loaded (i.e., inclusive of all costs and fees). No separate charges are permitted, including but not limited to, travel time, mileage, per diem, lodging, meals, administrative fees, or overtime or after-hours premiums, unless expressly approved in advance in writing by the Client Agency. These hourly rates may be used only for Client Agency–requested services that are outside of the Fee, the Hosting & Operations Fee, or Contract Exhibit C, Service Level and Maintenance and Support Agreement, and only when authorized in advance in writing by the Client Agency. Routine subscription Services, Maintenance Services, and technical support required by the Contract shall not be billed under this rate card.

If requested and authorized in writing by the Client Agency, examples of when rate-card hours may be appropriate include: Additional or expanded training beyond what is included in the Fee; additional change management or adoption support that does not exceed the scope of the Contract; development of custom reports, dashboards, or data extracts not included in the standard SIS package; new or modified integrations, data conversions, or interface changes that fall within the defined scope and stated assumptions of the Contract; and other Client Agency–directed enhancements or professional services not otherwise included in the Fee, the Hosting & Operations Fee, or Contract Exhibit C, Service Level and Maintenance and Support Agreement.

Instructions: Complete the table below with the maximum hourly rates for positions that will support time and materials work relating to SIS software application support, including, without limitation, data quality and reconciliation, training and adoption, and maintenance and technical support. For the position titles identified as numbers 1 through 14, add proposed: (1) qualifications in column C(2), (2) roles and responsibilities in column D(2), and (3) maximum hourly rate in column E. Propose additional position titles starting at number 15 with the inclusion of all requested information above. The State may remove positions submitted that are not relevant to the SIS scope of the RFP. Additional rows may be added as needed.

D. Optional Fixed Fee Support Packages
Instructions: Complete the table below with the NTE fixed fee in column E for each optional support package in column B described in column C and list the Unit of Measure ("UOM") in column D. Each proposed support package must be optional, discrete, and priced on a fixed-fee-per-UOM basis (i.e., a defined, repeatable package rather than general hourly support). The purpose of these optional Services is to support the System after Client Agency Acceptance and the Go-Live Date. By way of example, eligible optional Services may include additional training that remains within the scope of the Contract, additional change management or adoption support that does not exceed the scope of the Contract, or discrete enhancement requests. Routine Maintenance Services, technical support, or any other services required under the base the Fee, the Hosting & Operations Fee, or Contract Exhibit C, Service Level and Maintenance and Support Agreement, shall not be proposed or billed as optional support packages in this table. Services that constitute new functionality, materially expanded scope, or out-of-scope work shall not be included. Additional rows may be added as needed.
