About this file
This is Addendum 2 to Solicitation 25PSX0200 issued by the Connecticut Department of Administrative Services Procurement Division on January 7, 2026, revising price adjustment language for an Office Supplies, Copy Paper and Toner contract. The solicitation employs a two-phase reverse auction process through the CTsource system, with Phase 1 requiring submission of all required documents without pricing by January 8, 2026 at 2:00 PM Eastern Time. Only respondents determined to be responsible and qualified during Phase 1 review shall be eligible to participate in Phase 2 price submission. The contract encompasses Core Goods, Core Good copy paper, and Non-core Goods as listed in Exhibit B Price Schedule, with the contract term including annual and semi-annual adjustment periods following an initial twelve-month price-locked period from the Effective Date.
Price adjustments are subject to DAS approval in its sole discretion and require submission of supporting documentation during specified thirty-day windows preceding annual or semi-annual anniversary dates. Core Goods and Non-core Goods pricing may be adjusted annually using the Producer Price Index for Office Supplies and Accessories (WPU091506), with approved increases limited to the lesser of actual PPI increases or 7.5 percent. Core Good copy paper may be adjusted semi-annually using the PPI for Paper (WPU091301) with approved increases limited to actual PPI increases. Price adjustment requests must include PPI documentation from the Bureau of Labor Statistics or FRED portal, calculation worksheets, updated price schedules with side-by-side comparisons of current and adjusted prices, and manufacturer documentation supporting proposed changes. Notably, price decreases resulting from negative year-over-year PPI changes are automatic and effective on annual anniversary dates without requiring prior approval, with contractors obligated to bill reduced prices for all goods purchased on or after the effective decrease date.
