This Scope of Work (SOW) outlines the services to be provided by the Contractor for the California Public Utilities Commission, hereinafter referred to as the "State" or "CPUC."

California Connect is a statewide accessibility program administered by the California Public Utilities Commission (CPUC) to provide telecommunications equipment and related support services to eligible Californians with disabilities, as authorized under Public Utilities Code Section 2881. The program includes multiple service components and contractors that work together to ensure eligible consumers receive equitable access to assistive telecommunications equipment and services.

The purpose of this Contract is to obtain consultant services to support California Connect’s transition and modernization efforts. The CPUC requires additional capacity to assist with project management, change management, analysis, planning, and facilitation activities associated with these efforts. These services will support the CPUC’s internal staff by providing structured project assistance, documentation support, assessments, and guidance necessary to complete the tasks identified in this Statement of Work.
