About this file

This document is an Evaluation Criteria Scorecard for a Request for Bids (RFB) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for the Departmental Master Agreement to support the Massachusetts mixed delivery system in selecting valid and reliable preschool language and literacy assessments. DESE intends to approve one or more assessments that meet the specified criteria and will publish the approved assessments on a public list. The RFB outlines the required qualifications, including that the assessment must be appropriate for screening, formative, or summative assessment, measure early language and literacy skills predictive of later reading success, and be developed and validated for preschool children. The evaluation criteria include reliability and validity evidence, fit for the target population, professional development and customer service, different result interpretations, affordability, and overall usability.

The evaluation also considers the bidder's attention to cultural and linguistic diversity, as well as the submission of a Prompt Payment Discount form and a Supplier Diversity Program Plan. The total possible score is 100 points, and the contract will be awarded to the bidder(s) whose assessment(s) best meet the criteria outlined in the RFB.
