About this file

This document is an Evidence Form related to a state and local contract opportunity in Massachusetts. The opportunity is for the Massachusetts Department of Elementary and Secondary Education (DESE) to approve one or more valid and reliable preschool language and literacy assessments to support the state's mixed delivery system. Bidders must provide evidence that their assessments meet specific criteria, including the assessment type, constructs measured, intended age range, technical adequacy, reliability and validity, cultural and linguistic diversity, usability, and cost. The approved assessments will be publicized on a public list.

The contract opportunity requires bidders to submit evidence for each of the required criteria, as well as additional evaluation criteria related to reliability, validity, cultural and linguistic diversity, usability, and cost. Bidders must provide access to all materials used to inform and support administration, scoring, and interpretation of the assessments. DESE intends to approve one or more assessments that sufficiently meet the stated criteria.
