About this file

This document is a bid solicitation from the Massachusetts Department of Elementary and Secondary Education (DESE) for a Departmental Master Agreement to support educators with computer programming coursework. The bid, numbered 25MACISPM2, seeks to pre-qualify vendors who can provide an introductory programming course designed for high school computer science teachers, focusing on pseudo-code design and text-based, object-oriented programming. The contract will run from the approval date to June 30, 2027, with potential rolling enrollment for bidders until December 31, 2026. Responses must be uploaded to the COMMBUYS website, and no emailed submissions will be accepted.

The master agreement has a total contract amount of $750,000 in voucher purchases, with an annual not-to-exceed amount of $250,000. Attendees will be responsible for direct payment to selected course vendors, and contracts may also be awarded directly between bidders and school districts. The funding source is not explicitly defined, as this is a pre-qualification process where funding will be tracked separately through future work orders or quotes. Vendors must submit their bids through COMMBUYS, with ongoing questions accepted until December 31, 2026, at 12:00 PM Eastern Time. The solicitation aims to create a pool of qualified vendors to support computer science education professional development.
