Introduction The Federal Aviation Administration (FAA) Cabin Safety Research Team performs research vital to providing a scientific basis for FAA regulations and guidance on the design and operation of transport category aircraft. The Aircraft Cabin Research Facility (ACRF) has modernized and upgraded the research equipment capability, allowing for expansion of the research program through designed flexibility. This flexibility has governed the direction of facility function, as well as its ultimate form.

The ACRF is an outdoor facility located on the west side of the Civil Aerospace Medical Institute (CAMI) at the FAA Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The systems, sub-systems, and components of the ACRF are durable, functionally flexible, modifiable, easily maintained, and readily reconfigurable.

The ACRF is a multi-system/component facility, integrated to support a range of research activities related to narrow-body transport aircraft cabin operations. The wide range of functions provided by the ACRF, combined with advancements in the state-of-the-art in simulator technology and associated equipment, provides the research test bed for evaluation of aircraft equipment and procedures in emergency scenarios. The ACRF is comprised of a Flexible Aircraft Cabin Simulator (FLEXSIM), having a reconfigurable interior with material handling access to facilitate reconfiguration of the cabin interior and exits, an integral Research Operating Station (ROS) housing the Data Acquisition System (DAS) with viewing monitors, a Computer Control System, electronics cabinets, and system controls.

Scope The contractor must provide quality technical, engineering, analytical, planning, and administrative support to repair the FLEXSIM facility. The contractor must furnish and make available all personnel, supplies, equipment, materials, data, facilities, and services necessary to repair the FLEXSIM facility in accordance with Original Equipment Manufacturer (OEM) technical specifications. As directed by the FAA, the contractor may also be required to interface with equipment manufacturers and various FAA and U.S. Government organizations.

Requirements The contractor must provide quality technical, engineering, analytical, planning, organizing, managing, coordinating, and tracking (e.g., report management, cost/schedule/performance measurement, risk management, component procurement management, system engineering management, resource management, data management) to repair the motor controllers on FLEXSIM facility and any other repairs that may discovered in accordance with OEM specifications. The contractor must furnish and make available all personnel, supplies, equipment, materials, data, facilities, and services necessary to repair the FLEXSIM facility. As directed by the FAA, the contractor may also be required to interface with equipment manufacturers and various FAA and U.S. Government organizations.

Program Management

The Contractor must:

A. Efficiently and effectively manage the performance under this contract to ensure all the necessary technical, business, and administrative planning; organizing; managing; coordinating; and tracking (e.g., cost, schedule, deliverables), performance management, risk management, component procurement management, system engineering management, resource management, data management, and subcontract management required to perform all the activities successfully as required in the statement of work (SOW). The project manager is the primary point of contact for work to be performed under the resultant contract. The program manager must keep the COR informed of any potential problems and make recommendations for solutions.

B. Provide sufficient oversight and supervision of the contract to ensure all employees are functioning within their designated labor categories and at acceptable levels of performance and are performing their designated assignments in a timely manner and that all reporting requirements are honored. The Contractor must provide a quality assurance system to ensure the Government receives quality services as specified in the contract.

C. Participate in a Contract kick-off meeting no later than five (5) days after Contract award. The Contracting Officer (CO) will schedule and lead this Kickoff Meeting. The FAA will capture minutes and forward to all parties no later than 5 days after meeting.

D. Prepare written documentation of accomplishments for inclusion in the Monthly Status Report (MSR) (see Section 3.2).

Deliverables

The Contractor will provide the following reports to the COR and CO in Contractor format:

· Monthly Invoices within 7 days from the end of the previous month for hours incurred by contract employees itemized by position/employee.
