Justification and Approval for Other Than Full and Open Competition
This is a Justification and Approval (J&A) document for a sole-source bridge contract award to Logsdon & Son Inc. for Base Wide Grounds Maintenance Services at Naval Weapons Station Crane and Glendora Testing Facility in Indiana.
The contracting activity is the Department of the Navy, Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT). The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) sole-source award effective from April 1, 2026 through March 31, 2027, with recurring and nonrecurring grounds maintenance services. The scope includes supervision, management, materials, supplies, equipment, tools, transportation, and incidental engineering for comprehensive grounds maintenance across approximately 200 acres of lawn areas, 30 cemeteries, 400+ miles of road rights of way, 1,700+ miles of utility line rights of way, 60 miles of boundary fence, 140 miles of railroad rights of way, and associated services including weed control, parking lot maintenance, fallen tree removal, snow and ice removal, sidewalk maintenance, and building entrance upkeep. Funding is FY26 Operations and Maintenance (O&M) for recurring services, with FY26 or FY27 O&M funding for nonrecurring services as requirements arise.
The justification for sole-source acquisition is grounded in 10 U.S.C. 3204(a)(2) and FAR 6.302-2 (Unusual and Compelling Urgency). The Government asserts that an unacceptable service gap would result if the current contract's option year is not exercised, directly impacting personnel safety and mission readiness. Logsdon & Son Inc. is identified as the only contractor capable of seamless performance by April 1, 2026, citing their status as the incumbent contractor with recent relevant experience, an immediately available cleared workforce, and ability to assume full performance without transition delays. The J&A notes this is a temporary bridge measure with commitment to initiate a competitive follow-on procurement immediately following award.
