About this file

This is Addendum 1 to Invitation for Bid (IFB) #25CS0003 for Dental Laboratory Services issued by the California Department of Veterans Affairs (CalVet) on February 14, 2025. The addendum provides responses to five questions from prospective contractors regarding the dental laboratory services contract. Key requirements include turnaround times of 1-2 working days for denture repairs and relines from when they leave the dental office, with specific timing examples provided (e.g., if FedEx receives a case Monday at 12pm, it should be returned to the dental clinic by Thursday).

The addendum clarifies that bidders are not required to bid on all items in the rate sheet, though failure to indicate a dollar amount will be interpreted as providing the item at no cost. For out-of-state vendors, an affidavit of good standing from their home state is acceptable in lieu of California business licenses. Regarding pricing structure, the document specifies that stayplates (acrylic partial dentures/flippers) have a base configuration of 2 clasps and 4 teeth, with any additional clasps or teeth being billed as extra costs. The contact person for questions is Keith Wynkoop at CalVet's Office of Procurement and Contracts in Sacramento.

IFB # 25CS0003 Dental Laboratory Services – Responses to Questions

Question #1:

We are an LLC and our lab is certified in the State of Texas. We can provide a certificate from the Texas

Dental Examiners Board and a Certificate of Good Standing from the State of Texas as well. Will furnishing these documents be sufficient or do we need to acquire a license from the State of California before the bid submittal date?

Answer #1:

A valid California city or county business license; or, if a corporation located within the State of

California, incorporation documents or letter from the Secretary of State; or, if not a California business, an affidavit that business is in good standing with the State, Province, or Country in which business is headquartered will be required to submit a bid.

Question #2:

Do we have to bid on all the items in the rate sheet i.e., is this an all or none bid?

Answer #2:

Proposers are not required to bid on all items however, failure to indicate a dollar amount for any item will be understood by the State that the Proposer will provide the item at no cost.

Question #3:

Point H in Exhibit A, states that denture repairs and relines shall be returned within 1-2 working days from the time it was sent by the dental office. I believe the TAT for repairs and relines should be calculated from the time the case is received at the vendors lab.

Answer #3:

Yes, repairs and reline need to be received within 1-2 working days from the time it leaves the dental office. For example, Fedex received the case on Monday at 12pm that means it leaves the Dental office.

Lab should receive it by Tuesday at 12pm and should work on the case on Tuesday and/or Wednesday.

And overnight back by Wednesday evening the latest. The case should be in our dental clinic on Thursday.

Question #4:

Category J – Does "Stayplate" refer to an Acrylic Partial Denture with a Wire Clasp, or does it refer to an

Acrylic Flipper or Nesbit?

Answer #4:

Stayplate is also referred to as an acrylic partial denture, acrylic flipper, or flipper.
