About this file
This document is a Darfur Contracting Act Certification form from the State of California's Department of General Services (DGS) for Solicitation Number 25CRF009. The form requires companies that have conducted business activities outside of the United States within the previous three years to certify their status regarding scrutinized companies under Public Contract Code Sections 10475-10481. Companies must either certify that they are not a scrutinized company or, if they are a scrutinized company, obtain written permission from the Department of General Services to submit a bid or proposal for a state contract.
The certification form provides two options for compliance: Option #1 allows companies to certify under penalty of perjury that they are not a scrutinized company, while Option #2 is for scrutinized companies that have received written permission from DGS to submit a proposal. Companies must provide their company/vendor name, Federal ID Number, and an authorized signature. The form emphasizes that companies with no business activities outside the United States in the previous three years do not need to complete the certification. This requirement appears to be part of California's effort to ensure ethical contracting practices and avoid business with companies potentially linked to regions of conflict.
