About this file

This is a Small Business Commitment Document (SBCD) template that other-than-small business offerors must complete to document their small business subcontracting commitments for the West Coast Hopper Maintenance Dredging 2025 contract.

The document requires offerors to provide detailed breakdowns of planned small business participation, including total percentages and dollar values for large and small business work, as well as specific percentages for various small business categories (SDB, WOSB, HUBZone, VOSB, SDVOSB). Offerors must identify all intended small business subcontractors by name, DUNS/CAGE code, and NAICS code, along with descriptions of the supplies/services they will provide. The document also requires offerors to describe the extent and types of their small business commitments (e.g., written contracts, joint ventures, mentor-protégé agreements) and provide copies of any written commitment agreements, which do not count against proposal page limitations.
