About this file

This is an evaluation scorecard used by the Massachusetts Department of Elementary and Secondary Education (DESE) Office for Nutrition to assess bidder responses for a contract to provide processed sauces (Tikka Masala and Marinara) made with USDA Foods Diced Tomatoes. The solicitation requires bidders to meet USDA Child Nutrition meal pattern requirements, be peanut-free, comply with Buy American provisions, and contain no artificial colors. Bidders must demonstrate required qualifications including sufficient warehouse and vehicle space compliant with Massachusetts Department of Public Health Regulations 105 CMR 500.00 and 21 CFR Part 110.00, exceptional customer service with adequate staff for delivery to state-contracted warehouses, "all risk" insurance coverage equal to the value of donated foods in possession, current Massachusetts operating license under Chapter 94 Section 305C, a Continuity of Operations Plan, Food Defense Plan and Food Recall Procedures, and submission of product specification sheets, formulation sheets, and Safety and Environmental Data Sheets (SEPDS) for all requested products.

The scoring rubric allocates 100 total points across six additional evaluation criteria with weighted multipliers: vendor financial resources (20 points), reasonable unit costs (20 points), contract manageability including location and delivery logistics (20 points), computer capabilities for inventory monitoring and electronic reporting (15 points), contractor's previous relevant experience and performance standing with the Department (15 points), and Massachusetts location preference (10 points). Bidders must receive affirmative responses on all six required qualifications to advance to the additional evaluation criteria section. Evaluation ratings range from Non-Responsive (0 points) to Outstanding (5 points), with scores multiplied by the respective criteria weights.
